जयपुर, @Marusangram। राजस्थान में नए जिलों की घोषणा पर ब्रेक लग गया है। ये मामला सरकार ने एक बार फिर ठंडे बस्ते में डाल दिया है।
दरअसल, नए जिलों के गठन को लेकर सरकार को सुझाव देने के लिए रिटायर्ड आईएएस रामलुभाया की अध्यक्षता वाली हाईपावर कमेटी का कार्यकाल 6 महीने के लिए बढ़ा दिया है।
मुख्यमंत्री अशोक गहलोत ने शुक्रवार देर रात हाईपावर कमेटी का कार्यकाल बढ़ाने के प्रस्ताव को मंजूरी दी है।
सीएम अशोक गहलोत ने पिछले साल के बजट में नए जिले बनाने के लिए हाईपावर कमेटी बनाने की घोषणा की थी। इसके बाद 21 मार्च 2022 को रामलुभाया की अध्यक्षता में कमेटी का गठन हुआ।
पहले छह माह में रिपोर्ट देनी थी, लेकिन दो बार कार्यकाल बढ़ाया गया। इस बार 13 मार्च को इस कमेटी का कार्यकाल खत्म हो रहा था। दो दिन पहले इसे फिर छह महीने तक के लिए बढ़ा दिया है।
सरकार का तर्क- रिपोर्ट में समय लगेगा इसलिए कार्यकाल बढ़ाया
सरकार ने रामलुभाया कमेटी का कार्यकाल 13 सितंबर तक के लिए बढ़ाकर यह साफ संकेत दे दिए है कि अभी कमेटी की रिपोर्ट नहीं आएगी। जब तक कमेटी की रिपोर्ट नहीं आएगी तब तक सरकार नए जिलों की घोषणा नहीं करेगी।
सरकार का तर्क है कि नए जिलों के प्रस्तावों पर कलेक्टर्स से सूचना एकत्र कर परीक्षण करने, उसके बाद कमेटी की रिपोर्ट पेश करने में समय लगना संभावित है। इसे देखते हुए कमेटी के कार्यकाल को बढ़ाया गया है।

17 मार्च को अब नए जिलों की घोषणा की संभावना टली।
मुख्यमंत्री अशोक गहलोत 17 मार्च को विधानसभा में वित्त विधेयक और विनियोग विधेयक पर बहस का जवाब देंगे। इस दौरान यह अनुमान था कि गहलोत नए जिलों कीर घोषणा कर सकते हैं, लेकिन अब इसकी संभावना खत्म हो गई है। क्योंकि सरकार ने कमेटी की रिपोर्ट में समय लगने का तर्क देकर फिलहाल सभी संभावनाओं पर ब्रेक लगा दिया हैं।

राजस्थान में 24 जिलों की 60 जगहों से नए जिलों की डिमांड है। रामलुभाया कमेटी के पास 60 जगहों के नेता अलग-अलग ज्ञापन देकर नए जिलों की डिमांड रख चुके हैं।
जिलों की मांग जनता का भावनात्मक मुद्दा है। बताया जाता है कि सीएम ने नए जिलों के सियासी फायदे नुकसान पर फीडबैक लिया था। इस फीडबैक में फायदे से ज्यादा नुकसान की बात सामने आ रही थी।
इसलिए फिलहाल के लिए मामला टालना ही उचित समझा गया। प्रदेश में जिलों की डिमांड के साथ विवाद भी बहुत है। कई जिले ऐसे हैं। जहां से तीन से चार जगह से डिमांड है।
एक जगह की डिमांड पूरी करते हैं तो तीन क्षेत्रों के लोग नाराज होते हैं। इसलिए पूरे प्रदेश में नए जिलों से नाराजगी का भी खतरा था। बताया जाता है कि चुनावी साल में सरकार ऐसा कोई रिस्क नहीं उठाना चाहती जिस पर लोग नाराज हो जाएं।

पूर्व हेल्थ मिनिस्टर की भी डिमांड
दो दिन पहले ही पूर्व स्वास्थ्य मंत्री और केकड़ी से कांग्रेस विधायक रघु शर्मा ने सीएम से नए जिले बनाने की मांग की थी। शर्मा ने कहा था कि सीएम जब 17 मार्च को विधानसभा में वित्त विधेयक पर जवाब दें तो नए जिलों की घोषणा करें।
रघु शर्मा ने तर्क दिया था कि हमसे छोटे राज्यों में ज्यादा जिले हैं, लेकिन यहां प्रशासनिक इकाई बहुत बड़ी है। इसकी वजह से लोगों को भारी दिक्कतें आती हैं।
गहलोत ने अब तक कोई जिला नहीं बनाया
सीएम अशोक गहलोत तीसरी बार सीएम हैं। गहलोत के सीएम रहते हुए अब तक नए जिले नहीं बने हैं। बीजेपी राज में ही नए जिले बने हैं। प्रदेश में पहले 26 जिले थे। कांग्रेस राज में शिवचरण माथुर के समय 15 अप्रैल 1982 को धौलपुर को 27वां जिला बनाया गया। इसके बाद 6 जिले और बने।
इसमें भैरोसिंह शेखावत के समय 10 अप्रैल 1991 को बारां, दौसा और राजसमंद जिले बने। बीजेपी राज में 12 जुलाई 1994 को हनुमानगढ़, 19 जुलाई 1997 को करौली जिला बनाया गया।
वसुंधरा राजे के सीएम कार्यकाल में 26 जनवरी 2008 को प्रतापगढ़ को 33वां जिला बनाया गया। तब से पिछले 9 साल में कोई भी नया जिला नहीं बना है।

कांग्रेस विधायक मदन प्रजापत पिछले बजट से ही नंगे पांव चल रहे हैं। विधायक ने बालोतरा को जिला बनने तक नंगे पांव रहने का संकल्प ले रखा है। सरकार के ताजा कदम के बाद अब प्रजापत का इंतजार और बढ़ेगा। नए जिलों की मांग को लेकर कई जगहों से विरोध भी हो रहा है।
प्रस्तावित नए जिलों में इलाकों को शामिल करने पर विवाद है। स्थानीय लोग इसका विरोध कर रहे हैं। मंत्री राजेंद्र गुढ़ा नीमकाथाना जिला बनाने और उदयपुरवाटी के क्षेत्र को मिलाने की चर्चाओं पर खुलकर विरोध कर चुके हैं।
चुनावी साल में अब राजस्थान में केंद्रीय एजेंसियां कभी भी एक्टिव हो सकती हैं। केंद्र-राज्य की सत्ताओं के गलियारों में इसकी आहट सुनाई देना शुरू हो गई है। कुछ मंत्री और सत्ता के बड़े लाभार्थी नेता-अफसर ईडी के राडार पर बताए जा रहे हैं। इनमें से ज्यादातर के खिलाफ बहुत पहले दस्तावेजी सबूत पहुंचाए जा चुके हैं। चुनिंदा मंत्रियों और सत्ता के नजदीक नेताओं को कभी भी नोटिस आ सकते हैं। पहले फेज में आधा दर्जन नोटिस जारी होने की चर्चा है।

By extending the term of the Ramlubhaya Committee till September 13, the government has given a clear indication that the report of the committee will not come yet. Until the report of the committee comes, the government will not announce new districts.
The government argues that it is likely to take time to test the proposals of new districts after collecting information from the collectors, and then presenting the report of the committee. In view of this, the tenure of the committee has been extended.

Demand for former health minister too
Two days ago, former Health Minister and Congress MLA from Kekri, Raghu Sharma demanded the CM to create new districts. Sharma had said that when the CM replies on the Finance Bill in the Assembly on March 17, he should announce the new districts.

Gehlot has not created any district yet
CM Ashok Gehlot is the CM for the third time. New districts have not yet been formed while Gehlot is the CM. New districts have been formed in the BJP rule itself. Earlier there were 26 districts in the state. Dhaulpur was made the 27th district on April 15, 1982 during the time of Shiv Charan Mathur in the Congress rule. After this, 6 more districts were formed.
In this, Baran, Dausa and Rajsamand districts were formed on 10 April 1991 at the time of Bhairon Singh Shekhawat. Hanumangarh district was created on July 12, 1994, Karauli district on July 19, 1997 in the BJP rule.
Pratapgarh was made the 33rd district on 26 January 2008 during the CM tenure of Vasundhara Raje. Since then no new district has been formed in the last 9 years.
