बीकानेर, @MaruSangram। भाजपा-आरएसएस द्वारा मनरेगा महात्मा गाँधी राष्ट्रीय ग्रामीण रोजगार गारंटी योजना को कमजोर करने, महात्मा गांधी के नाम को हटाने तथा रोजगार के कानूनी अधिकार को समाप्त करने की साज़िश के विरोध में अखिल भारतीय कांग्रेस कमेटी के आह्वान पर संपूर्ण भारत वर्ष में मनरेगा बचाओ संग्राम जनांदोलन की शुरुआत 10 जनवरी से प्रेसवार्ता से हो चूकि हैं। इसी कड़ी में राजस्थान प्रदेश कांग्रेस कमेटी के निर्देशानुसार जिला कांग्रेस कमेटी बीकानेर देहात व शहर द्वारा विरोध स्वरूप संयुक्तरूप से उपवास कार्यक्रम दोपहर 12 बजे से राष्ट्रपिता महात्मा गांधी की प्रतिमा स्थल गांधी पार्क पर आयोजित हुआ। उपवास कार्यक्रम के बाद पूर्व प्रधानमंत्री लाल बहादूर शास्त्री पुण्यतिथि के अवसर पर उनके तैलचित्र पर माल्यार्पण व पुष्पांजली अर्पित कर स्मरण किया गया।

उपवास कार्यक्रम को सम्बोधित करते हुए-
जिला कांग्रेस कमेटी देहात अध्यक्ष बिशनाराम सियाग ने कहा कि मोदी सरकार ने वीबी जी राम जी के जरिए काम के कानूनी अधिकार को ही समाप्त कर दिया है-जो मज़दूरों के लिए आखिरी सुरक्षा कवच था, लेकिन मनरेगा में बदलाव करने से नये कानून वीबीजीरामजी से बेरोज़गारी में वृद्धि, न्यूनतम मज़दूरी दिए बिना लोगों का श्रम के लिए शोषण, शहरों की ओर मजबूरी में होने वाले पलायन में वृद्धि, पंचायतों की शक्तियाँ, अधिकार और प्रासंगिकता कम हो जाएगी। इन्हीं कारणों को लेकर कांग्रेस पार्टी मनरेगा बचाओ संग्राम की चार माँगों को लेकर देशव्यापी आंदोलन कर रही हैं। मुख्य मांगे जैसे काम की गारंटी, मज़दूरी की गारंटी, जवाबदेही की गारंटी, मनरेगा में किए गए बदलावों की तत्काल वापसी, काम के संवैधानिक अधिकार की पूर्ण बहाली, न्यूनतम वेतन 400 रुपये।

जिला कांग्रेस कमेटी शहर अध्यक्ष मदनगोपाल ने कहा कि हाज़िरी और कार्यों के डिजिटल सत्यापन के लिए नेशनल मोबाइल मॉनिटरिंग सिस्टम ऐप लागू करने और आधार-आधारित भुगतान प्रणाली को अनिवार्य करने से 2 करोड़ मज़दूरों से काम का अधिकार और उनकी वाजिब मज़दूरी छिन गई है। इसलिए 125 दिन का प्रावधान महज़ एक जुमला है। मोदी सरकार का अब तक का रिकॉर्ड साफ़ दिखाता है कि उसकी मंशा इस योजना को केवल ध्वस्त करने की ही है।

पूर्व मंत्री गोविन्दराम मेघवाल ने कहा कि मनरेगा का नाम बदलने के पिछे मोदी सरकार का मन्तवय फैसले दल्ली रिमोट कंट्रोल से लेने पर केन्द्रित हैं। ग्राम पंचायत की शक्तियां ठेकेदारों को सौंपी जा रही हैं। पहले मनरेगा के तहत ग्राम पंचायतों को अपने गाँव के विकास के लिए विभिन्न कार्योें में मज़दूरों को नियोजित करने का अधिकार था, जो अब नहीं रहेगा।

जिला प्रमुख मोडाराम ने कहा कि पहले विकास कार्यों की योजना और सिफारिश ग्राम पंचायतों और ग्राम सभाओं द्वारा की जाती थी। ठेकेदारों पर प्रतिबंध था-मनरेगा का काम गाँव के विकास के लिए होता था। मज़दूरों को स्थानीय मनरेगा मेट्स का सहयोग मिलता था। अब विकास परियोजनाएँ कुछ सीमित श्रेणयों तक सिमट जाएँगी और योजना से जुड़े महत्वपूर्ण निर्णय केन्द्र की मोदी सरकार लेगी।

पूर्व मंत्री भंवरसिंह भाटी ने कहा कि मोदी सरकार वीबी जी राम जी के जरिए मजदूरों का मज़दूरी पाने का अधिकार छीनना चाहती हैं। पहले मनरेगा के तहत 365 दिन काम तय न्यूनतम मज़दूरी पर दिया जाता था, जिसमें हर साल बढ़ोतरी की जाती थी। अब मोदी सरकार के इन बदलावों के तहत मज़दूरी मनमाने ढंग से तय की जाएगी।

भूदान बोर्ड के अध्यक्ष पदेन मंत्री लक्ष्मण कड़वासरा ने कहा कि ग्राम पंचायत अपना अधिकार खो देगी और केवल मोदी सरकार के आदेशों को लागू करने वाली एजेंसी बनकर रह जाएगी। ठेकेदारों को लाया जाएगा, और मज़दूरों को ठेकेदारों की परियोजनाओं के लिए लेबर सप्लाई में बदल दिया जाएगा। स्थानीय कार्यों के लिए मनरेगा मेट्स नहीं होंगे।

पूर्व मंत्री विरेन्द्र बेनिवाल ने कहा कि मनरेगा में मोदी सरकार के बदलाव आपके काम के संवैधानक अधिकार पर हमला हैं। पहले मनरेगा के तहत देश भर के प्रत्येक ग्रामीण परिवार को काम की कानूनी गारंटी प्राप्त थी। अब मोदी सरकार के इन बदलावों के बाद काम का अधिकार नहीं रहेगा, बिल्क सरकार की मर्जी से बाँटी जाने वाली एक “रेवड़ी” बन जाएगा।

लूणकरनसर प्रत्याशी डॉ. राजेन्द्र मूण्ड ने कहा कि ग्रामीण इलाकों में रहने वाले मजदूर परिवारों की रोज़ी-रोटी की समस्या को ख़त्म करने में मनरेगा ने बड़ी भूमिका निभाई। इस योजना ने न केवल अकुशल मज़दूरों के पलायन और रोज़गार संकट को दूर किया, बल्कि ग्रामीण इलाक़े की तस्वीर बदलने में भी बड़ी भूमिका निभाई, लेकिन अब मोदी सरकार ने वीबीजीरामजी योजना लाकर मजदूर परिवारों पर आर्थिक संकट पैदा कर दिया।

पीसीसी महामंत्री जियाउर रहमान ने कहा कि फसल कटाई के मौसम में काम की अनुमति नहीं होगी, जिससे मज़दूरों की अन्य काम देने वालों से बेहतर मज़दूरी की माँग करने की ताक़त कमज़ोर होगी और उन्हें बिना न्यूनतम मज़दूरी के, जो भी काम मिलेगा, उसे स्वीकार करने को मजबूर किया जाएगा।

पीसीसी महामंत्री मूलाराम भादू ने कहा कि राज्य सरकार को कमजोर किया जा रहा है और उस पर आर्थिक बोझ डाला जा रहा है। पहले मनरेगा के तहत मज़दूरी का 100 प्रतिशत भुगतान केंद्र सरकार करती थी, इसलिए राज्य सरकारें बिना किसी कठनाई के काम उपलब्ध करा पाती थीं।

जिला संगठन महासचिव प्रहलादसिंह मार्शल ने बताया कि उपवास कार्यक्रम को शिवलाल गोदारा, शान्ति बेनिवाल, एड. मनीष गौड़़, श्रीकृष्ण गोदारा, मेवाराम मेघवाल, श्रवणकुमार रामावत, प्रदीप जाड़ीवाल, प्रफुल्ल हटीला, डॉ. प्रीति मेघवाल, अरूण व्यास, चेतना चौधरी, ओमप्रकाश लोहिया, अम्बाराम इणखिया, सलीम भाटी, सुषमा बारूपाल, राहुल जादूसंगत, गुमानाराम जाखड़, तोलाराम सियाग, शब्बीर अहमद आदि ने भी सम्बोधित किया।

In protest against the BJP-RSS conspiracy to weaken the MNREGA (Mahatma Gandhi National Rural Employment Guarantee Act), remove Mahatma Gandhi’s name, and abolish the legal right to employment, the “Save MNREGA Campaign” nationwide mass movement, called by the All India Congress Committee, began on January 10th with a press conference. In this connection, as per the instructions of the Rajasthan Pradesh Congress Committee, the Bikaner Rural and City District Congress Committees jointly organized a protest fast program from 12 noon at the statue of the Father of the Nation, Mahatma Gandhi, in Gandhi Park. After the fast program, on the occasion of the death anniversary of former Prime Minister Lal Bahadur Shastri, floral tributes were offered to his portrait. Addressing the fasting program,
District Congress Committee Rural President Bishnaram Siyag said that the Modi government, through the VBJ Ramji scheme, has abolished the legal right to work – which was the last safety net for laborers. However, the changes made to MNREGA through the new VBJ Ramji law will lead to increased unemployment, exploitation of people’s labor without minimum wages, increased forced migration to cities, and a reduction in the powers, rights, and relevance of Panchayats. For these reasons, the Congress party is conducting a nationwide movement with four demands under the “Save MNREGA” campaign. The main demands include a guarantee of work, a guarantee of wages, a guarantee of accountability, immediate reversal of the changes made to MNREGA, full restoration of the constitutional right to work, and a minimum wage of Rs. 400.

District Congress Committee City President Madangopal said that the implementation of the National Mobile Monitoring System app for digital verification of attendance and work, and making the Aadhaar-based payment system mandatory, has snatched away the right to work and fair wages from 2 crore laborers. Therefore, the 125-day provision is merely a hollow promise. The Modi government’s record so far clearly shows that its intention is only to dismantle this scheme.

Former Minister Govindram Meghwal said that the Modi government’s intention behind renaming MNREGA is focused on making decisions through remote control from Delhi. The powers of the Gram Panchayats are being handed over to contractors. Earlier, under MNREGA, Gram Panchayats had the right to employ laborers in various works for the development of their villages, which will no longer be the case.

District Head Modaram said that earlier, development projects were planned and recommended by Gram Panchayats and Gram Sabhas. Contractors were prohibited – MNREGA work was for the development of the village. Laborers received support from local MNREGA mates. Now, development projects will be limited to a few categories, and important decisions related to the scheme will be taken by the central Modi government. Former minister Bhanwar Singh Bhati said that the Modi government, through VB G Ram, wants to snatch away the right of laborers to receive their wages. Previously, under MNREGA, work was guaranteed for 365 days at a fixed minimum wage, which was increased every year. Now, under these changes introduced by the Modi government, wages will be determined arbitrarily.
