यात्री बसों की छत से हटेंगे लगेज कैरियर, ओवरलोड वाहन किए जाएंगे सीज-जब्त….

बीकानेर, @MaruSangram। प्रादेशिक परिवहन विभाग अब कड़े मोड में है। बसों की छतों पर लगे लगेज कैरियर हटाने से लेकर ओवरलोड मालवाहक वाहनों को सीज करने तक, आरटीओ ने सख्त दिशा-निर्देश जारी करते हुए पूरे जिले में एरिया-वाइज जिम्मेदारी तय कर दी है। अब किसी भी यात्री वाहन का अवैध संचालन हुआ तो उसकी सीधी जवाबदेही संबंधित परिवहन निरीक्षक पर होगी।

जयपुर से प्राप्त निर्देशों की पालना में बीकानेर रीजन के सभी जिला परिवहन अधिकारियों और परिवहन निरीक्षकों की वीडियो कॉन्फ्रेंस कर यह निर्देश दिए गए।

प्रादेशिक परिवहन अधिकारी ने बैठक में लिए अहम फैसलों का सीधा प्रभाव सार्वजनिक परिवहन व्यवस्था, सडक़ सुरक्षा और प्रवर्तन कार्यों पर पड़ेगा।

आरटीओ ने स्पष्ट निर्देश दिए कि जिले में किसी भी यात्री बस के ऊपर लगे लगेज कैरियर 31 दिसंबर 2025 तक अनिवार्य रूप से हटवाएं जाएं। बसों की एरिया-वाइज सूची बनाई जाएगी और उसी क्षेत्र के परिवहन निरीक्षक को इसकी व्यक्तिगत जिम्मेदारी दी जाएगी। किसी भी क्षेत्र में यदि बिना फिटनेस, बिना परमिट, बिना कर या लगेज कैरियर वाली बस चलती मिली तो, संबंधित निरीक्षक पर कार्रवाई होगी।

साथ ही ओवरलोडिंग को रोकने के लिए ई-रवन्ना आधारित मालवाहक वाहनों को अब सीधा सीज करने के निर्देश जारी किए गए। इसके लिए निरीक्षकों को बकाया कर वाले वाहनों की सूची भी उपलब्ध करवाई जाएगी। वहीं कार्यालय में समय की कड़ाई। वाहन और सारथी पोर्टल पर आवेदनों का एक दिन में निस्तारण। फेस लैस आवेदन का उसी दिन निपटारा तथा सभी शाखाओं में जीरो पेंडेंसी सुनिश्चित करना अनिवार्य कर दिया गया है।

आरटीओ ने आदेश दिया कि हर परिवहन जिले में कम से कम 5 गंभीर ब्लैक स्पॉट का निरीक्षण किया जाए। दुर्घटना के कारणों और समाधान पर रिपोर्ट 3 दिन में भेजनी होगी।

12 से 25 दिसंबर तक सडक़ सुरक्षा पखवाड़ा आयोजित होगा। इसमें एनजीओ, एनसीसी, स्काउट, एनएसएस और यूथ क्लब की भागीदारी होगी।

लगेज कैरियर खतरनाक, ज्यादा लोड से वाहन पलटने का खतरा
बस की छत पर वजन खतरनाक है। इससे ऊपरी भार से वाहन का गुरुत्वीय संतुलन बिगड़ता है। अचानक मोड़ लेने पर बस पलटने का खतरा बढ़ता है। तेज हवा में ऊपरी सतह एक वायु अवरोध बन जाती है। सडक़ की क्षमता से ज्यादा भार गिरने से डामर टूटने लगता है। गड्ढे बनने से दुर्घटनाएं बढ़ती हैं। ऐसे में बस चालकों को चाहिए कि वे तुरंत लगेज कैरियर हटवाएं। 31 दिसंबर की अंतिम तिथि के बाद बस जब्त होने या भारी चालान का जोखिम रहेगा।

फिटनेस, परमिट और टैक्स समय पर जमा करवाएं। अब क्षेत्रीय निरीक्षक सीधी जवाबदेही में हैं, इसलिए सख्त कार्रवाई होगी। ओवरलोड बिल्कुल न करें। यात्री बस हो या मालवाहक अवैध भार मिलने पर वाहन सीज होगा।

अवैध संचालन मिला तो निरीक्षक होंगे जिम्मेदार
पिछले कुछ वर्षों से बीकानेर में ओवरलोडिंग, बिना परमिट बस संचालन और लगेज कैरियर के मामलों में लगातार बढ़ोतरी देखी जा रही थी। विभागीय निरीक्षक यह कहते रहे कि बसें छत पर भारी सामान लेकर चलती हैं, जिससे न केवल सडक़ सुरक्षा खतरे में पड़ती है बल्कि नियमों की खुली अवहेलना होती है। इस बैठक का मूल उद्देश्य सिस्टम की जवाबदेही तय करना और मैदानी स्तर पर कड़ाई बढ़ाना था। आरटीओ अनिल पंड्या ने पहली बार इतनी स्पष्टता से कहा कि अवैध संचालन के लिए अब निरीक्षक जिम्मेदार होगा, न कि केवल बस चालक।

From removing luggage carriers from the roofs of buses to seizing overloaded cargo vehicles, the RTO has issued strict guidelines and assigned area-wise responsibilities throughout the district. Now, if any passenger vehicle is found operating illegally, the relevant transport inspector will be directly held accountable.

In compliance with instructions received from Jaipur, these instructions were issued through a video conference with all the District Transport Officers and Transport Inspectors of the Bikaner region.

The important decisions taken by the Regional Transport Officer in the meeting will have a direct impact on public transportation, road safety, and enforcement.

The RTO has given clear instructions that luggage carriers installed on any passenger bus in the district must be removed by December 31, 2025. An area-wise list of buses will be compiled, and the transport inspector for that area will be personally responsible for this. If a bus is found operating in any area without fitness, permit, tax, or luggage carrier, action will be taken against the inspector concerned.

In addition, to prevent overloading, instructions have been issued to directly seize e-Ravana-based cargo vehicles. Inspectors will also be provided with a list of vehicles with outstanding tax. Strict office timings have been implemented. Applications on the Vahan and Sarathi portals will be processed within a day. Same-day processing of faceless applications and ensuring zero pendency in all branches has been made mandatory.

The RTO has ordered that at least five serious black spots be inspected in each transport district. A report on the causes and solutions of accidents must be submitted within three days.

A Road Safety Fortnight will be held from December 12th to 25th. NGOs, NCC, Scouts, NSS, and youth clubs will participate in this event.

Luggage carriers are dangerous; excessive loads can cause the vehicle to overturn.
Weight on the roof of a bus is dangerous. This overload disrupts the vehicle’s gravitational balance. Sudden turns increase the risk of the bus overturning. In strong winds, the upper surface becomes an air barrier. Asphalt cracks when the road is overloaded. Potholes increase accidents. Therefore, bus drivers should immediately remove luggage carriers. After the December 31st deadline, buses risk being confiscated or receiving heavy fines.

Fitness, permits, and taxes must be submitted on time. Regional inspectors are now directly responsible, so strict action will be taken. Avoid overloading. Whether it’s a passenger bus or a cargo vehicle, vehicles found carrying illegal loads will be seized.

Inspectors will be held accountable if illegal operations are detected.
Over the past few years, Bikaner has seen a steady increase in cases of overloading, operating buses without permits, and luggage carriers. Departmental inspectors have consistently stated that buses carrying heavy cargo on the roof not only endanger road safety but also openly violate rules. The primary objective of this meeting was to establish accountability within the system and increase enforcement at the ground level. For the first time, RTO Anil Pandya stated clearly that inspectors, not just bus drivers, would now be held responsible for illegal operations.
