राज्य सरकार के डेढ़ वर्ष के कार्यकाल की उपलब्धियों की समीक्षा की, बजट घोषणाओं की जानी प्रगति

बीकानेर, @MaruSangram। चिकित्सा एवं स्वास्थ्य मंत्री तथा जिला प्रभारी मंत्री गजेंद्र सिंह खींवसर ने कहा कि राज्य सरकार ने डेढ़ वर्ष के कार्यकाल में जनकल्याण को सर्वोपरि रखते हुए कार्य किए हैं, जिससे अंतिम छोर तक बैठे व्यक्ति को संबल मिला है।

श्री खींवसर शनिवार को कलेक्ट्रेट सभागार में राज्य सरकार के डेढ़ वर्ष के कार्यकाल की उपलब्धियों, फ्लैगशिप एवं अन्य योजनाओं के क्रियान्वयन तथा बजट घोषणाओं की प्रगति समीक्षा बैठक की अध्यक्षता कर रहे थे।
श्री गजेंद्र सिंह ने कहा कि मुख्यमंत्री भजनलाल शर्मा के नेतृत्व में बजट घोषणाओं का समयबद्ध क्रियान्वयन, सरकार की सर्वोच्च प्राथमिकता है। इसके लिए प्रभारी मंत्री और सचिव स्तर पर पहली बात सतत समीक्षा की जा रही है। उन्होंने कहा कि प्रत्येक अधिकारी इसकी गंभीरता समझें और कार्य करें। बजट की प्रत्येक घोषणा का लाभ लक्षित वर्ग को मिले, यह सुनिश्चित किया जाए।

उन्होंने वर्तमान सरकार द्वारा अब तक जारी दोनों बजट की घोषणाओं की विभागवार समीक्षा की। उन्होंने कहा कि प्रत्येक घोषणा के क्रियान्वयन की समय सीमा का ध्यान रखें। विभागीय अधिकारी इसकी नियमित मॉनिटरिंग करें।

फ्लैगशिप योजनाओं पर दें अतिरिक्त ध्यान
प्रभारी मंत्री श्री गजेंद्र सिंह ने कहा कि राज्य सरकार की फ्लैगशिप योजनाएं अंत्योदय कल्याण की भावना को परिलक्षित करती हैं। पहली बार पंडित दीनदयाल उपाध्याय गरीबी मुक्त गांव जैसी महत्वाकांक्षी योजना लागू की गई हैं। वहीं मुख्यमंत्री शिक्षित राजस्थान अभियान, लाडो प्रोत्साहन योजना, अटल प्रगति पथ तथा मुख्यमंत्री जल स्वावलंबन जैसी योजनाएं और कार्यक्रम आमजन को आधारभूत सुविधाएं और समाज की मुख्यधारा से जोड़ने के लिए चलाए जा रहे हैं। उन्होंने कहा कि संबंधित विभाग के अधिकारी सरकार की भावना के अनुरूप कार्य करें तथा प्रत्येक पात्र व्यक्ति तक इसका लाभ पहुंचाएं।

‘हरियालो राजस्थान’ राजस्थान को बनाएगा हरित प्रदेश
गजेंद्र सिंह ने कहा कि मुख्यमंत्री भजनलाल शर्मा की पहल पर प्रदेश में चलाए जा रहे ‘हरियालो राजस्थान’ अभियान के दूरगामी परिमाण सामने आएंगे। इससे राजस्थान, हरित प्रदेश के रूप में विकसित होगा। उन्होंने कहा कि अभियान के तहत निर्धारित लक्ष्य के अनुसार पौधारोपण सुनिश्चित किया जाए।

स्थानीय प्रजातियों के पौधे अधिक से अधिक लगाए जाएं। उन्होंने जिले की नर्सरियों में तैयार और वितरित पौधों की स्थिति जानी। उन्होंने कहा कि रविवार को हरियाली तीज के अवसर पर प्रदेश एक बार फिर पौधारोपण का कीर्तिमान स्थापित करेगा।

प्रभारी मंत्री ने गिरते भू-जल स्तर पर चिंता जताई और बरसात के बूंद-बूंद पानी को सहेजने की आवश्यकता पर बल दिया।

उन्होंने कहा कि कर्मभूमि से मातृभूमि अभियान के तहत परम्परागत जलस्रोतों के संरक्षण और मुख्यमंत्री जल स्वावलंबन अभियान के तहत बरसाती जल संग्रहण के स्ट्रक्चर बनवाए जा रहे हैं।

इन योजनाओं की समीक्षा की
प्रभारी मंत्री ने पीएम आवास शहरी और ग्रामीण, व्यक्तिगत और सामुदायिक शौचालय निर्माण, मुख्यमंत्री थार क्षेत्र विकास कार्यक्रम, जल जीवन मिशन सहित अनेक योजनाओं की प्रगति की समीक्षा की। उन्होंने कहा कि राष्ट्रीय खाद्य सुरक्षा कार्यक्रम के तहत अधिक से अधिक पात्र परिवारों को जोड़ें।

उन्होंने जिले में विभिन्न विभागों के प्रगतिरत कार्यों की जानकारी ली। इनकी समय सीमा के बारे में जाना। पंच गौरव अभियान के प्रभावी क्रियान्वयन के निर्देश दिए और कहा कि यह स्थानीय उत्पादों के प्रोत्साहन और पर्यटन एवं खेलों के विकास की दृष्टि से महत्वपूर्ण साबित होगा।

बीकानेर पूर्व विधानसभा क्षेत्र विधायक सिद्धि कुमारी ने कहा कि सूरसागर में जलभराव की समस्या का स्थाई समाधान किया जाए। उन्होंने बरसात के बाद सड़क मरम्मत और नवीनीकरण का कार्य प्राथमिकता से करवाने के निर्देश दिए।

जिला कलेक्टर नम्रता वृष्णि ने बताया कि पीएमएसवाई ग्रामीण के तहत 35 हजार तथा शहरी के तहत दस हजार पक्के आवास बनाने का लक्ष्य है। यह प्रदेश में सर्वाधिक है। उन्होंने विभिन्न विभागों से जुड़ी प्रगति से जुड़ी जानकारी दी।

बैठक में पुलिस अधीक्षक कावेंद्र सागर, नगर निगम आयुक्त मयंक मनीष, बीकानेर विकास प्राधिकरण आयुक्त अपर्णा गुप्ता, जिला परिषद के मुख्य कार्यकारी अधिकारी सोहनलाल, अतिरिक्त कलेक्टर नगर रमेश देव, सुमन छाजेड़ सहित विभिन्न विभागों के अधिकारी मौजूद रहे।

Reviewed the achievements of the one and a half year tenure of the state government, know the progress of budget announcements

Bikaner, @MaruSangram. Medical and Health Minister and District In-charge Minister Gajendra Singh Khinvsar said that the state government has done work keeping public welfare paramount in its one and a half year tenure, due to which the person sitting at the last end has got support.

Shri Khinvsar was chairing the review meeting on the achievements of the one and a half year tenure of the state government, implementation of flagship and other schemes and progress of budget announcements in the Collectorate auditorium on Saturday.

Shri Gajendra Singh said that the timely implementation of budget announcements under the leadership of Chief Minister Bhajanlal Sharma is the top priority of the government. For this, first of all, continuous review is being done at the minister-in-charge and secretary level. He said that every officer should understand its seriousness and work. It should be ensured that the benefit of every budget announcement reaches the targeted group.

He reviewed the announcements of both the budgets released so far by the present government department-wise. He said that keep in mind the time limit for implementation of every announcement. Departmental officers should monitor it regularly.

Pay extra attention to flagship schemes

Minister-in-charge Shri Gajendra Singh said that the flagship schemes of the state government reflect the spirit of Antyodaya welfare. For the first time, ambitious schemes like Pandit Deendayal Upadhyay Garibi Mukt Gaon have been implemented. At the same time, schemes and programs like Mukhyamantri Shikshat Rajasthan Abhiyan, Lado Protsahan Yojana, Atal Pragati Path and Mukhyamantri Jal Swavalamban are being run to connect the common people with basic facilities and the mainstream of the society. He said that the officers of the concerned department should work in accordance with the spirit of the government and provide its benefits to every eligible person.

‘Hariyalo Rajasthan’ will make Rajasthan a green state
Gajendra Singh said that the ‘Hariyalo Rajasthan’ campaign being run in the state on the initiative of Chief Minister Bhajanlal Sharma will have far-reaching results. This will develop Rajasthan as a green state. He said that plantation should be ensured as per the target set under the campaign.

Plants of local species should be planted as much as possible. He enquired about the status of plants prepared and distributed in the nurseries of the district. He said that on the occasion of Hariyali Teej on Sunday, the state will once again set a record of plantation.

The Minister-in-charge expressed concern over the falling groundwater level and stressed the need to save every drop of rainwater.

He said that structures are being built for conservation of traditional water sources under the Karmabhoomi to Matribhoomi campaign and rainwater harvesting under the Chief Minister’s Water Self-Reliance Campaign.

Reviewed these schemes
The Minister-in-charge reviewed the progress of many schemes including PM Housing Urban and Rural, Individual and Community Toilet Construction, Chief Minister Thar Area Development Program, Jal Jeevan Mission. He said that more and more eligible families should be added under the National Food Security Program.

He inquired about the works in progress of various departments in the district. Learned about their time limit. Gave instructions for effective implementation of Panch Gaurav Abhiyan and said that it will prove to be important in terms of promotion of local products and development of tourism and sports.

Bikaner East Assembly Constituency MLA Siddhi Kumari said that a permanent solution should be found to the problem of waterlogging in Sursagar. He gave instructions to get the road repair and renovation work done on priority after the rains.

District Collector Namrata Vrishni said that the target is to build 35 thousand houses under PMSY Rural and ten thousand houses under urban. This is the highest in the state. She gave information related to the progress related to various departments.

Superintendent of Police Kavendra Sagar, Municipal Corporation Commissioner Mayank Manish, Bikaner Development Authority Commissioner Aparna Gupta, District Council Chief Executive Officer Sohanlal, Additional Collector Nagar Ramesh Dev, Suman Chhajed and officers of various departments were present in the meeting.
