अपराधिक रिकॉर्ड प्रकाशित- प्रसारित नहीं करवाने वाले छह अभ्यर्थियों को नोटिस

बीकानेर, @MaruSangram। जिला निर्वाचन अधिकारी भगवती प्रसाद कलाल ने बताया कि विधानसभा आम चुनाव 2023 में अभ्यर्थियों के आपराधिक रिकॉर्ड यदि कोई हो तो उन्हें प्रसारित प्रकाशित करवाने के निर्देश की अनुपालना नहीं करने वाले 6 अभ्यर्थियों को संबंधित रिटर्निंग अधिकारी द्वारा नोटिस जारी किए गए हैं।

उन्होंने बताया कि नोखा रिटर्निंग अधिकारी द्वारा निर्दलीय प्रत्याशी मगनाराम और राम प्रताप को टीवी पर इस सूची का प्रसारण नहीं करवाने पर नोटिस जारी किया गया है।

श्री डूंगरगढ़ रिटर्निंग अधिकारी द्वारा राष्ट्रीय लोकतांत्रिक पार्टी प्रत्याशी डॉ विवेक माचरा द्वारा टीवी पर आपराधिक रिकॉर्ड सूचना का प्रसारण नहीं करवाने पर नोटिस जारी किया गया है।

खाजूवाला विधानसभा क्षेत्र में रिटर्निग अधिकारी द्वारा निर्दलीय प्रत्याशी पप्पू राम को संबंधित सूचना किसी भी माध्यम पर अब तक प्रकाशित प्रसारित नहीं करवाने पर नोटिस जारी किया गया है।

बीकानेर पूर्व से राष्ट्रीय लोकतांत्रिक पार्टी प्रत्याशी मनोज विश्नोई द्वारा भी टीवी पर सूचना समय पर नहीं दिए जाने पर नोटिस जारी किया गया है।

बीकानेर पश्चिम विधानसभा क्षेत्र में निर्दलीय प्रत्याशी बजरंग लाल कुमावत द्वारा अपराधिक रिकॉर्ड के संबंध में किसी भी माध्यम पर सूचना का प्रकाशन- प्रसारण नहीं करवाने पर संबंधित रिटर्निग अधिकारी द्वारा नोटिस जारी किया गया है।

सुप्रीम कोर्ट के निर्देशों की अनुपालना में आयोग द्वारा अभ्यर्थियों एवं राजनैतिक दलों को क्रमशः सी-1 एवं सी-2 प्रारूप में तीन बार प्रकाशन करवाने के निर्देश दिए गए हैं।

प्रथम प्रकाशन व प्रसारण 10 नवंबर 2023 से 13 नवंबर 2023 के बीच किया जाना था।

संबंधित अभ्यर्थी द्वारा इस अवधि के दौरान प्रशासन व प्रसारण नहीं करवाए जाने पर नियमों की अवहेलना मानते हुए रिटर्निंग अधिकारी द्वारा संबंधित अभ्यर्थी को नोटिस जारी किया गया है।

अपराधिक रिकॉर्ड के संबंध में यदि कोई हो तो संबंधित अभ्यर्थी को द्वितीय प्रकाशन 14 नवंबर 2023 से 17 नवबर 2023 के बीच तथा तृतीय प्रकाशन 18 नवंबर 2023 से चुनाव प्रचार की अंतिम तिथि तक ( 23-11-2023 तक) करवाना होगा। सी-1 प्रारुप में अभ्यर्थियों को एवं सी-2 प्रारूप में राजनीतिक दलों को यह सूचना प्रकाशित करवानी होगी।

इसी प्रकार विभिन्न टीवी चैनल में भी इनका प्रसारण करवाना होगा, जिसकी समयावधि प्रातः 8 से रात्रि 10 बजे के बीच न्यूनतम 7 सैकंड के लिए की जानी आवश्यक होगी।

Notice to six candidates who did not get their criminal records published and circulated

Bikaner, @MaruSangram. District Election Officer Bhagwati Prasad Kalal said that notices have been issued by the concerned Returning Officer to 6 candidates who did not comply with the instructions to publish the criminal records, if any, of the candidates in the Assembly General Elections 2023.

He said that the Nokha Returning Officer has issued a notice to independent candidates Maganaram and Ram Pratap for not telecasting this list on TV.

A notice has been issued by Sri Dungargarh Returning Officer to Rashtriya Loktantrik Party candidate Dr. Vivek Machra for not telecasting the criminal record information on TV.

In Khajuwala Assembly Constituency, the Returning Officer has issued a notice to independent candidate Pappu Ram for not getting the related information published and disseminated on any medium till now.

Notice has also been issued to Manoj Vishnoi, Rashtriya Loktantrik Party candidate from Bikaner East, for not giving timely information on TV.

A notice has been issued by the concerned Returning Officer for not publishing or broadcasting information on any medium regarding the criminal record of independent candidate Bajrang Lal Kumawat in Bikaner West Assembly Constituency.

In compliance with the instructions of the Supreme Court, the Commission has given instructions to the candidates and political parties to get the publications published thrice in C-1 and C-2 formats respectively.

The first publication and telecast was to be done between 10 November 2023 and 13 November 2023.

If the concerned candidate does not get the administration and broadcast done during this period, a notice has been issued to the concerned candidate by the Returning Officer, considering it as a violation of the rules.

Regarding criminal record, if any, the concerned candidate will have to get the second publication done between 14 November 2023 to 17 November 2023 and the third publication from 18 November 2023 till the last date of election campaign (by 23-11-2023). Candidates will have to publish this information in C-1 format and political parties will have to publish this information in C-2 format.

Similarly, they will have to be telecasted in various TV channels, the duration of which will be for a minimum of 7 seconds between 8 am to 10 pm.
