संभागीय आयुक्त ने सख्त कार्रवाई करने के दिए निर्देश
बीकानेर, @MaruSangram। खुली सिगरेट बेचते हुए पाए जाने पर विक्रेता को कोटपा एक्ट में जेल हो सकती है। संभागीय आयुक्त डॉ. नीरज के पवन ने कहा कि बिना वैधानिक चेतावनी के तंबाकू उत्पाद नहीं बेचा जा सकता है। यह कोटपा एक्ट की धारा 7 का स्पष्ट रूप से उल्लंघन है।
यदि कोई व्यक्ति ऐसा करता पाया जाता है तो उसे 2 से 5 वर्ष तक की सजा हो सकती है।
संभागीय आयुक्त ने विश्व तंबाकू निषेध दिवस के संबंध में गुरुवार को आयोजित तैयारी बैठक में संबंधित विभागों को सख्त कार्रवाई करने के निर्देश दिए। संभागीय आयुक्त ने कहा कि पुलिस, चिकित्सा और अन्य संबंधित विभाग टीमें बनाकर औचक निरीक्षण करें और नियमों का उल्लंघन पाए जाने पर सख्त से सख्त कार्रवाई की जाए।
डॉ. नीरज के पवन ने कहा कि शिक्षा विभाग विश्व तंबाकू निषेध दिवस 31 मई से पूर्व जिले के समस्त शिक्षण संस्थानों के प्रवेश द्वार पर तंबाकू मुक्त संस्थान का बोर्ड लगवाना सुनिश्चित करें।
उन्होंने कहा कि समस्त शिक्षण संस्था प्रधान यह भी सुनिश्चित करवाएंगे की संस्थान के बाउंड्री के 100 गज के दायरे में तंबाकू उत्पादों की बिक्री ना हो। साथ ही यदि किसी बालक के तंबाकू सेवन की जानकारी मिलती है तो संस्थान प्रधान द्वारा उसके अभिभावक को सूचित किया जाए।
बूथों पर भी नहीं बिकेंगे तंबाकू उत्पाद
संभागीय आयुक्त डॉ. नीरज के पवन ने कहा कि डेयरी बूथों पर भी तंबाकू उत्पाद नहीं बिके। इसके लिए निरीक्षण हों तथा चालान काटे जाएं।
उन्होंने सभी राजपत्रित अधिकारियों को बैठक में ही चालान बुक देते हुए गुरुवार को ही कार्रवाई कर रिपोर्ट देने को कहा। उन्होंने कहा कि सभी उचित मूल्य दुकानों पर तंबाकू सेवन निषेध का बोर्ड लगाया जाए ।
सार्वजनिक स्थलों पर धूम्रपान निषेध है और इस संबंध में कानून को प्रभावी तरीके से लागू किया जाना ही नई पीढ़ी को जहर से बचा सकता है।
उन्होंने जिले के समस्त राजकीय कार्यालय परिसर भी तंबाकू मुक्त घोषित किए जाने के निर्देश दिए।
संभागीय आयुक्त ने कहा कि पुलिस संबंधित एसएचओ को पाबंद करें कि प्रत्येक थाना क्षेत्र में किसी भी स्कूल और अस्पताल के 100 गज के दायरे में तंबाकू उत्पादों की बिक्री ना हो तथा इस संबंध में समस्त थानों से 31 मई से पूर्व प्रमाण पत्र लिए जाएं।
संभागीय आयुक्त डॉ. पवन ने कहा कि आने वाली पीढ़ी के भविष्य को अंधकारमय में होने से बचाने के लिए राजकीय अधिकारियों का यह पदीय दायित्व है कि कोटपा के तहत सख्त कार्रवाई करें। इसके साथ-साथ समझाइश और जागरूकता कार्यक्रम भी आयोजित किए जाएं।
संभागीय आयुक्त ने जिले के प्रत्येक ब्लॉक में एक तंबाकू मुक्त ग्राम पंचायत घोषित करने के भी निर्देश दिए।
उन्होंने कहा कि सीएमएचओ यह सुनिश्चित करेंगे कि जिले के समस्त निजी और सरकारी चिकित्सालय तंबाकू मुक्त रहें, इसके लिए निरीक्षण अभियान चलाएं।
उन्होंने टोबेको काउंसलिंग सेंटर तथा शिक्षा विभाग को रीच आउट कार्यक्रम करते हुए लोगों को तंबाकू छोड़ने के लिए प्रेरित करने को कहा।
संभागीय आयुक्त ने कहा कि निरीक्षण के दौरान यह देखा जाए कि पान की दुकानों पर लाइटर, इलेक्ट्रिक, माचिस या किसी भी प्रकार के स्मोकिंग ऐड ना हो और यदि स्मोकिंग ऐड पाए जाते हैं तो नियमानुसार कार्रवाई करें।
बैठक में अतिरिक्त संभागीय आयुक्त एएच गौरी ,अतिरिक्त जिला कलेक्टर (शहर) पंकज शर्मा, सीएमएचओ डॉ मोहम्मद अबरार पंवार, संयुक्त निदेशक सामाजिक न्याय एवं अधिकारिता विभाग एलडी पंवार सहित अन्य अधिकारी उपस्थित रहे।
संभागीय आयुक्त ने बैठक के बाद गैर धूम्रपान क्षेत्र के पोस्टर का भी विमोचन किया।

Divisional Commissioner gave instructions to take strict action
Bikaner, @MaruSangram. If found selling loose cigarettes, the seller can be jailed under the COTPA Act. Divisional Commissioner Dr. Neeraj K Pawan said that tobacco products cannot be sold without statutory warning. This is a clear violation of section 7 of the COTPA Act.
If a person is found doing this, he can be punished for 2 to 5 years.
The Divisional Commissioner directed the concerned departments to take strict action in the preparatory meeting held on Thursday in connection with World No Tobacco Day. The Divisional Commissioner said that police, medical and other concerned departments should make surprise inspections by forming teams and strictest action should be taken if any violation of rules is found.
Dr. Neeraj K. Pawan said that the Education Department should ensure that before May 31, World Tobacco Prohibition Day, boards of tobacco-free institutions are installed at the entrance of all educational institutions in the district.
He said that the heads of all educational institutions will also ensure that tobacco products are not sold within 100 yards of the boundary of the institution. Along with this, if information about tobacco consumption of a child is received, then the head of the institution should inform his guardian.
Tobacco products will not be sold even at booths
Divisional Commissioner Dr. Neeraj K Pawan said that tobacco products were not sold even at dairy booths. For this there should be inspection and challans should be cut.
Giving challan book to all the gazetted officers in the meeting itself, he asked them to take action and submit the report on Thursday itself. He said that a board for prohibition of tobacco consumption should be put up at all fair price shops.
Smoking is prohibited in public places and only effective implementation of the law in this regard can save the new generation from the poison.
He instructed to declare all the government office premises of the district tobacco free.
The Divisional Commissioner said that the police should ban the concerned SHO that tobacco products should not be sold within 100 yards of any school and hospital in each police station area and certificates in this regard should be taken from all the police stations before May 31.
Divisional Commissioner Dr. Pawan said that it is the official responsibility of the state officials to take strict action under Kotpa to save the future of the coming generation from being in darkness. Along with this, counseling and awareness programs should also be organized.
The Divisional Commissioner also directed to declare one tobacco-free gram panchayat in each block of the district.
He said that the CMHO will ensure that all private and government hospitals in the district remain tobacco-free, for this, conduct an inspection campaign.
He asked the Tobacco Counseling Center and the Education Department to motivate people to quit tobacco by conducting a reach out program.
The Divisional Commissioner said that during the inspection it should be seen that there are no lighters, electric, matches or any kind of smoking aids at the paan shops and if smoking aids are found then action should be taken as per rules.
Additional Divisional Commissioner AH Gauri, Additional District Collector (City) Pankaj Sharma, CMHO Dr. Mohammad Abrar Panwar, Joint Director Social Justice and Empowerment Department LD Panwar and other officers were present in the meeting.
The Divisional Commissioner also released the poster of non smoking area after the meeting.
