बीकानेर, @MaruSangram। नगरीय निकाय आम चुनाव-2026 के तहत पीठासीन अधिकारियों एवं प्रथम मतदान अधिकारियों का प्रथम प्रशिक्षण बुधवार को भी पशु चिकित्सा एवं पशु विज्ञान विश्वविद्यालय के सभागार एवं रवीन्द्र रंगमंच में जारी रहा।
प्रशिक्षण के दौरान निर्वाचन कार्मिकों को मतदान प्रक्रिया के विभिन्न चरणों, ईवीएम संचालन तथा चुनाव कार्य के दौरान उनके अधिकारों एवं दायित्वों के बारे में जानकारी दी गई।
इस दौरान प्रशिक्षु आईएएस श्री मनु गर्ग ने निर्वाचन कार्मिकों को आवश्यक दिशा-निर्देश देते हुए कहा कि स्वतंत्र, निष्पक्ष, शांतिपूर्ण एवं पारदर्शी मतदान प्रक्रिया संपन्न करवाने में मतदान दलों की भूमिका अत्यंत महत्वपूर्ण है। उन्होंने कार्मिकों से निर्वाचन आयोग के निर्देशों का पूर्ण गंभीरता से अध्ययन करने तथा मतदान के दौरान निर्धारित प्रक्रियाओं का अक्षरशः पालन सुनिश्चित करने का आह्वान किया।
प्रशिक्षण में बताया गया कि पीठासीन अधिकारी मतदान केंद्र पर निर्वाचन प्रक्रिया के प्रभारी होते हैं तथा मतदान की गोपनीयता, निष्पक्षता एवं सुचारू संचालन सुनिश्चित करना उनका प्रमुख दायित्व है। वहीं प्रथम मतदान अधिकारी मतदाताओं की पहचान सहित मतदान प्रक्रिया के प्रारंभिक कार्यों में महत्वपूर्ण भूमिका निभाता है। कार्मिकों को मतदाता की पहचान, आवश्यक अभिलेखों के संधारण, मतदान मशीनों के सुरक्षित संचालन, मॉक पोल, मतदान समाप्ति के बाद की प्रक्रिया तथा किसी भी विशेष परिस्थिति में नियमानुसार कार्रवाई के संबंध में भी जानकारी दी गई।
प्रशिक्षण प्रकोष्ठ के प्रभारी श्री पंकज शर्मा ने बताया कि प्रशिक्षण का गुरुवार को अंतिम दिन रहेगा, जबकि 5 सितम्बर को रिजर्व दिवस रखा गया है। इसके पश्चात मतदान दलों को मतदान से पूर्व क्रमशः 8 एवं 10 सितम्बर को रवानगी स्थल पर द्वितीय प्रशिक्षण दिया जाएगा।
उल्लेखनीय है कि बीकानेर नगर निगम सहित जिले के छह नगरपालिका क्षेत्रों के लिए 956 पीठासीन अधिकारियों तथा 956 प्रथम मतदान अधिकारियों को प्रशिक्षण दिया जा रहा है।
यह प्रशिक्षण स्टेट लेवल मास्टर ट्रेनर्स डाॅ. वाईबी माथुर, डाॅ. एसएल राठी, डाॅ. विपिन सैनी, डाॅ. शमिन्द्र सक्सेना, डाॅ. सुरेश कुमार, डाॅ. अमित बंसल एवं डाॅ. गणेश सदारंगानी ने प्रशिक्षण प्रदान किया।

Bikaner, @MaruSangram. The first training for Presiding and First Poll Officers for the 2026 Urban Body General Elections continued on Wednesday at the auditorium and Ravindra Rangmanch of the University of Veterinary and Animal Sciences.
During the training, election personnel were briefed on the various stages of the voting process, EVM operation, and their rights and responsibilities during election work.
During the training, trainee IAS officer Mr. Manu Garg provided necessary guidance to election personnel, emphasizing the crucial role of polling parties in ensuring a free, fair, peaceful, and transparent voting process. He urged them to carefully study the Election Commission’s instructions and ensure strict adherence to the prescribed procedures during voting.
During the training, it was explained that the Presiding Officer is in charge of the election process at the polling station and their primary responsibility is to ensure the secrecy, fairness, and smooth conduct of the vote. The First Polling Officer plays a crucial role in the initial tasks of the voting process, including voter identification. Personnel were also briefed on voter identification, maintenance of necessary records, safe operation of voting machines, mock polls, post-voting procedures, and appropriate action in case of any special circumstances.
Mr. Pankaj Sharma, in-charge of the Training Cell, stated that Thursday will be the last day of the training, with September 5th being designated as a reserve day. Following this, polling parties will receive a second training at their departure point on September 8th and 10th, respectively, before the voting.
It is noteworthy that 956 Presiding Officers and 956 First Polling Officers are being trained for the six municipal areas of the district, including the Bikaner Municipal Corporation.
This training was conducted by State-Level Master Trainers Dr. Y.B. Mathur, Dr. S.L. Rathi, and Dr. The training was provided by Vipin Saini, Dr. Shamindra Saxena, Dr. Suresh Kumar, Dr. Amit Bansal and Dr. Ganesh Sadarangani.
