बीकानेर, @MaruSangram। राजस्थान की साढ़े सात करोड़ जनता के सालों के इंतजार और संघर्ष के बाद, देश की सर्वोच्च अदालत Supreme Court ने राजस्थानी भाषा को उसका खोया हुआ सम्मान लौटाने की दिशा में एक क्रांतिकारी कदम उठाया है।

सुप्रीम कोर्ट ने राजस्थान सरकार को कड़े निर्देश दिए हैं कि वह राज्य के सभी सरकारी और निजी स्कूलों में राजस्थानी भाषा को एक विषय के रूप में शामिल करने के लिए व्यापक नीति बनाए।

हम चुप नहीं बैठ सकते : सुप्रीम कोर्ट
जस्टिस विक्रम नाथ और जस्टिस संदीप मेहता की बेंच ने यह ऐतिहासिक फैसला सुनाते हुए सरकार के ‘ढुलमुल’ रवैये पर नाराजगी जताई। कोर्ट ने कहा कि जब राजस्थानी भाषा को विश्वविद्यालयों में पढ़ाया जा रहा है, तो स्कूली स्तर पर इसे लागू करने में देरी क्यों?

मूक दर्शक नहीं: कोर्ट ने स्पष्ट किया कि वह संवैधानिक अधिकारों के हनन पर “मूक दर्शक” बनकर नहीं रह सकता।

संवैधानिक कर्तव्य: बेंच ने कहा कि बच्चों को उनकी मातृभाषा में शिक्षा देना नेशनल एजुकेशन पॉलिसी (NEP 2020) का मूल मंत्र है, जिसे लागू करना राज्य का कर्तव्य है।

प्राइवेट और सरकारी स्कूलों के लिए क्या है आदेश?
सुप्रीम कोर्ट ने राजस्थान सरकार को एक समयबद्ध और चरणबद्ध तरीके से इसे लागू करने को कहा है।

प्रारंभिक चरण: शुरुआत में फाउंडेशनल और प्रिपरेटरी स्तर पर राजस्थानी को माध्यम या विषय के रूप में जोड़ा जाए।

उच्च स्तर: धीरे-धीरे इसे उच्च कक्षाओं में भी अनिवार्य किया जाए।

सरकारी व निजी दोनों: यह आदेश केवल सरकारी स्कूलों के लिए नहीं, बल्कि राजस्थान के हर प्राइवेट स्कूल के लिए भी बाध्यकारी होगा।

REET और शिक्षकों की भर्ती पर बड़ा असर
याचिकाकर्ताओं ने केवल स्कूली शिक्षा ही नहीं, बल्कि REET (Rajasthan Eligibility Examination for Teacher) के सिलेबस में भी राजस्थानी भाषा को शामिल करने की मांग की थी। कोर्ट के इस रुख के बाद अब राजस्थान में शिक्षक बनने के लिए राजस्थानी भाषा का ज्ञान होना अनिवार्य हो सकता है। इससे राज्य के युवाओं के लिए रोजगार के नए रास्ते खुलेंगे।

करोड़ों लोगों की भावनाएं, 8वीं अनुसूची का पेच
2011 की जनगणना के अनुसार, राजस्थान में लगभग 4.36 करोड़ लोग राजस्थानी बोलते हैं। लंबे समय से राज्य सरकार यह तर्क देती रही थी कि राजस्थानी संविधान की 8वीं अनुसूची में शामिल नहीं है, इसलिए इसे स्कूलों में पढ़ाना मुश्किल है। लेकिन सुप्रीम कोर्ट ने इस ‘पुराने ढर्रे’ वाली सोच को खारिज कर दिया है। कोर्ट ने कहा कि शैक्षणिक मान्यता के लिए 8वीं अनुसूची का इंतजार करना तर्कहीन है।

सितंबर में होगी अनुपालन रिपोर्ट पेश
सुप्रीम कोर्ट ने इस मामले को सितंबर 2026 में फिर से लिस्ट किया है। तब तक राजस्थान सरकार को कोर्ट को यह बताना होगा कि उन्होंने इस आदेश को लागू करने के लिए क्या नीति बनाई है और स्कूलों में राजस्थानी पढ़ाने की तैयारी कहाँ तक पहुँची है।

राजस्थानी अस्मिता की जीत!
राजस्थान हाई कोर्ट ने पहले इस याचिका को यह कहकर खारिज कर दिया था कि यह नीतिगत मामला है। लेकिन सुप्रीम कोर्ट ने इसे “संवैधानिक अधिकारों का मामला” मानते हुए पलट दिया। अब राजस्थान के बच्चों को अपने गौरवशाली इतिहास, कविताओं और साहित्य को अपनी ही ‘मायड़ भाषा’ में पढ़ने का मौका मिलेगा।

The Supreme Court has issued strict instructions to the Rajasthan government to formulate a comprehensive policy to include the Rajasthani language as a subject in all government and private schools in the state.

We Cannot Remain Silent: Supreme Court
Delivering this historic verdict, the bench of Justice Vikram Nath and Justice Sandeep Mehta expressed displeasure over the government’s “indecisive” attitude. The Court asked, “When Rajasthani language is being taught in universities, why the delay in implementing it at the school level?”

Not a Silent Spectator: The Court clarified that it cannot remain a “silent spectator” to the violation of constitutional rights.

Constitutional Duty: The bench stated that providing education to children in their mother tongue is the core tenet of the National Education Policy (NEP 2020), which the state is duty-bound to implement.

What is the order for private and government schools?
The Supreme Court has directed the Rajasthan government to implement it in a time-bound and phased manner.

Initial Stage: Initially, Rajasthani should be included as a medium or subject at the foundational and preparatory levels.

Advanced Stage: Gradually, it should be made compulsory in higher classes as well.

Both Government and Private: This order will be binding not only on government schools but also on every private school in Rajasthan.

Major Impact on REET and Teacher Recruitment
The petitioners had demanded that the Rajasthani language be included not only in school education but also in the REET (Rajasthan Eligibility Examination for Teacher) syllabus. Following this court’s stance, knowledge of the Rajasthani language may now be mandatory to become a teacher in Rajasthan. This will open new avenues of employment for the youth of the state.

Feelings of Crores, the 8th Schedule of the Constitution
According to the 2011 census, approximately 43.6 million people in Rajasthan speak Rajasthani. For a long time, the state government had argued that Rajasthani is not included in the 8th Schedule of the Constitution, making it difficult to teach it in schools. However, the Supreme Court has rejected this “old-fashioned” thinking. The court stated that waiting for the 8th Schedule for educational recognition is irrational.

Compliance report to be submitted in September
The Supreme Court has re-listed this case for September 2026. By then, the Rajasthan government will have to inform the court about its policy to implement this order and its progress in preparing to teach Rajasthani in schools.

A victory for Rajasthani identity!
The Rajasthan High Court had previously dismissed this petition, citing it as a policy matter. But the Supreme Court overturned it, calling it a “matter of constitutional rights.” Now, the children of Rajasthan will have the opportunity to learn about their glorious history, poetry, and literature in their own native language.
