युवाओं को चाहिए कि भाषा की मान्यता को लेकर गंभीर कार्ययोजना बनाएं  : चारण  

बीकानेर, @Marusagram। साहित्य अकादेमी, नई दिल्ली के राजस्थानी भाषा परामर्श मंडल के संयोजक डॉ.अर्जुनदेव चारण ने कहा है कि राजस्थान का जाया-जन्मा अगर राजस्थान में राजस्थानी नहीं बोलेगा तो कहां बोलेगा, लेकिन हमारे मन में भाषा के संदर्भ में स्वाभिमान ही नहीं है। यही नहीं, कुछ लोगों ने ऐसा माहौल बना दिया है कि राजस्थानी भाषा की संवैधानिक भाषा की मान्यता की बात करने का अर्थ राष्ट्रद्रोह है जबकि यह हमारी अस्मिता का प्रश्न है। जबकि असली राष्ट्रद्रोही तो वे हैं, जो हमारी मान्यता को रोके बैठें हैं। जो हमारी पहचान है। ऐसे में हमारी भाषा के बगैर तो हमारी नागरिकता ही संदिग्ध हो गई है। उन्होंने कहा कि जिस प्रदेश की 15 प्रतिशत लोग किसी एक भाषा को बोलते हैं तो उसे राष्ट्रपति संवैधानिक मान्यता दे सकते हैं, लेकिन हमारे तो अकेले मारवाड़ में ही 15 प्रतिशत लोगों का आंकड़ा पूरा हो जाता है, क्यों नहीं राजस्थानी को मान्यता मिल रही है। राजस्थानी को मान्यता मिलेगी तो हमारी आने वाली पीढ़ी का भविष्य सुरक्षित होगा।

आधुनिक राजस्थानी कहानी के प्रणेता मुरलीधर व्यास राजस्थान की 125वीं जयंती पर धरणीधर रंगमंच पर आयोजित विचार गोष्ठी ‘राजस्थानी भाषा री मानता : अबखायां अर निवेड़ो ‘   में डॉ.चारण ने यह विचार रखे। यह कार्यक्रम मुरलीधर व्यास ‘राजस्थानी’ स्मृति संस्थान की ओर से आयोजित किया गया।

उन्होंने कहा कि राजस्थानी की पहली भाषा राजस्थानी होनी चाहिए और इसके लिए जरूरी है कि इसे संवैधानिक मान्यता मिले। हमारी शिक्षा के प्राथमिक स्तर से ही राजस्थानी अनिवार्य विषय होनी चाहिए। अब तो नई शिक्षा नीति में भी यह बात आ गई है, युवाओं को चाहिए कि भाषा की मान्यता को लेकर गंभीर कार्ययोजना तैयार करे।

डॉ. चारण ने कहा कि व्यक्ति की पहचान के तीन तत्त्व होते हैं, भाषा, भूषा और भोजन। हमने अपना पहनावा और खान-पान तो बदल लिया है, भाषा को बदल लेंगे तो रही मौलिकता भी जाती रहेगी।

उन्होंने कहा कि राजस्थानी की एकरूपता का सवाल खड़ा करना ही बेमानी है, क्योंकि राजस्थान के विश्वविद्यालयों में लंबे समय से जो राजस्थानी पढ़ाई जा रही है, जिसे भाषा में आकाशवाणी से समाचार प्रसारित हो रहे हैं, उसी राजस्थानी को मान्यता देने की बात कही जा रही है। राजस्थानी को मान्यता देने के आड़े सिर्फ इच्छाशक्ति आ रही है, जिसके लिए जनता को जागना होगा, क्योंकि भाषा को मान्यता लेखकों के भरोसे नहीं मिलने वाली है।  

कार्यक्रम में स्वागताध्यक्ष वरिष्ठ रंगकर्मी, पत्रकार व साहित्यकार मधु आचार्य ‘आशावादी ने कहा कि भाषा की मान्यता का आंदोलन तब तक अधूरा है, जब तब इस रणनीतिक दृष्टि से चाक-चौबंद करके नहीं चलाया जाए। यह एक सतत चलने वाली प्रक्रिया होनी चाहिए, जिसे नेताओं को समझ में आए कि जिस भाषा में वोट मांगा जाता है, उसे मान्यता भी देनी होगी। वातावरण बनाना होगा कि भाषा नहीं वोट नहीं।

कार्यक्रम समन्वयक साहित्यकार-पत्रकार हरीश बी.शर्मा ने कहा कि राजस्थानी भाषा की मान्यता के रास्ते में अड़ंगे लगाने वालों के पास कोई भी ऐसा सवाल नहीं है, जिसका हमारे पास जवाब नहीं हो, लेकिन आंदोलन के बिखराव और तैयारी के अभाव में हर बार आंदोलन असफल हो जाता है। जब तक गांव और ढाणी से भाषा की मान्यता का स्वर नहीं उभरेगा भाषा को संवैधानिक मान्यता नहीं मिलेगी।

इस अवसर पर साहित्यकार भंवरसिंह सामौर, डॉ. गीता सामौर, राजाराम स्वर्णकार, डॉ.अजय जोशी, जुगल पुरोहित, नमामिशंकर आचार्य, रामअवतार उपाध्याय, बलदेव व्यास, प्रशांत जैन ने भाषा की मान्यता को लेकर अपनी जिज्ञासाएं रखीं। कार्यक्रम में कांग्रेस नेता कमल कल्ला, भाजपा नेता विजय मोहन जोशी, कर्मचारी नेता भंवर पुरोहित, प्रकाश आचार्य, डूंगरसिंह तेहनदेसर, राजेश चौधरी, राजकुमार व्यास, आशीष पुरोहित, कासिम बीकानेर, गंगाबिशन, आनंद पुरोहित ‘मस्ताना, गोपाल पुरोहित, व्यास योगेश ‘राजस्थानी सहित राजस्थानी के स्टूडेंट्स, स्कॉलर्स और एक्टिविस्ट्स ने शिरकत की।

Youth should prepare a serious action plan regarding the recognition of the language: Charan

Dr.Arjundev Charan, Convener of Rajasthani Language Advisory Board of Sahitya Akademi, New Delhi, has said that if the natives of Rajasthan do not speak Rajasthani, then where will they speak, but we do not have any self-respect regarding the language. Not only this, some people have created such an atmosphere that talking about the recognition of Rajasthani language as a constitutional language means treason whereas it is a question of our identity. While the real anti-nationals are those who block our beliefs. which is our identity. In such a situation, without our language, our citizenship itself has become doubtful. He said that the President can give constitutional recognition to a state where 15 percent people speak any one language, but in our Marwar alone the figure of 15 percent people is fulfilled, why Rajasthani is not getting recognition. If Rajasthani gets recognition then the future of our coming generation will be secure.

Dr. Charan put forward these views in a seminar ‘Rajasthani Bhasha Ri Manta: Abkhayan Ar Nivedo’ organized at Dharnidhar Theater on the 125th birth anniversary of Murlidhar Vyas, the pioneer of modern Rajasthani story. This program was organized by Murlidhar Vyas ‘Rajasthani’ Smriti Sansthan.

He said that the first language of Rajasthani should be Rajasthani and for this it is necessary that it gets constitutional recognition. Rajasthani should be a compulsory subject from the primary level of our education. Now this point has also come in the new education policy, the youth should prepare a serious action plan regarding the recognition of the language.

Dr. Charan said that there are three elements of a person’s identity, language, dress and food. We have changed our dress and food habits, if we change the language then the originality will also go away.

He said that it is pointless to raise the question of uniformity of Rajasthani, because Rajasthani, which is being taught in the universities of Rajasthan for a long time, in which language news is being broadcast from All India Radio, is being asked to give recognition to the same Rajasthani. Is. Only willpower is coming in the way of giving recognition to Rajasthani, for which the public will have to wake up, because the recognition of the language is not going to be based on the trust of the writers.

In the programme, senior artist, journalist and litterateur Madhu Acharya ‘Optimist’ said that the movement for the recognition of the language is incomplete if it is not carried out with a strategic point of view. This should be a continuous process, which should be understood by the leaders that the language in which votes are sought should also be recognized. An atmosphere has to be created that no language, no vote.

Program coordinator writer-journalist Harish B. Sharma said that those who put obstacles in the way of recognition of Rajasthani language do not have any question to which we do not have an answer, but due to the fragmentation of the movement and lack of preparation, every time the movement fails. Until the voice of recognition of the language does not emerge from the village and Dhani, the language will not get constitutional recognition.

On this occasion, litterateurs Bhanwarsingh Samour, Dr. Geeta Samour, Rajaram Swarnakar, Dr. Ajay Joshi, Jugal Purohit, Namamishankar Acharya, Ramavatar Upadhyay, Baldev Vyas, Prashant Jain kept their curiosities regarding the recognition of the language. Congress leader Kamal Kalla, BJP leader Vijay Mohan Joshi, employee leader Bhanwar Purohit, Prakash Acharya, Dungar Singh Tehandesar, Rajesh Chaudhary, Rajkumar Vyas, Ashish Purohit, Kasim Bikaner, Gangabishan, Anand Purohit ‘Mastana, Gopal Purohit, Vyas Yogesh ‘Rajasthani Including Rajasthani students, scholars and activists participated.
