अपील स्वीकार करते हुए आयुक्त कार्यालय में हुई सुनवाई

हनुमानगढ़, @MaruSangram। जिला उद्योग एवं वाणिज्य विभाग द्वारा आरटीआई के जवाब में गुमराह करने पर आयुक्त कार्यालय, जयपुर ने सख्ती दिखाते हुए हनुमानगढ़ कार्यालय को सूचना उपलब्ध करवाने के आदेश दिए है।

प्रकरण अनुसार एफ ब्लॉक, सिविल लाइंस निवासी आरटीआई कार्यकर्ता अनिल जान्दू ने गत 14 अक्टूबर को जिला उद्योग एवं वाणिज्य कार्यालय के महाप्रबंधक एवं लोक सूचना अधिकारी हरीश मित्तल के समक्ष जनहित में दो आरटीआई आवेदन प्रस्तुत करते हुए प्रधानमंत्री रोजगार सृजन योजना और विभागीय कार्यों से संबंधित सूचना मांगी। लेकिन विभाग द्वारा 11 नवंबर, 2022 को सूचना को प्रश्नात्मक बताते हुए जवाब देने से मना कर दिया।

इस पर आरटीआई कार्यकर्ता अनिल जान्दू ने उद्योग विभाग के जयपुर आयुक्त कार्यालय में 21 नवम्बर, 2022 को दिए गए जवाब के विरुद्ध अपील लगाई गई।

आयुक्त कार्यालय के संयुक्त निदेशक और नोडल अधिकारी धर्मेन्द्र पूनिया द्वारा सूचना का अधिकार अधिनियम, 2005 की धारा 19(1) के तहत अपील को 27 नवंबर को स्वीकार करते हुए अतिरिक्त निदेशक योगेन्द्र गुरनानी के समक्ष 25 जनवरी और 20 फरवरी को आयुक्त कार्यालय, जयपुर में दो बार सुनवाई रखी गई। सुनवाई में जिला उद्योग एवं वाणिज्य केंद्र, हनुमानगढ़ के महाप्रबंधक हरीश मित्तल ने सूचना आवेदन पर दिए गए जवाब पर अपना पक्ष रखा।

पत्रावली में उपलब्ध रिकॉर्ड का अवलोकन करने के पश्चात तृतीय पक्ष एवं लोक हित को संज्ञान में रखते हुए अतिरिक्त निदेशक योगेन्द्र गुरनानी ने 16 मार्च को उद्योग महाप्रबंधक हरीश मित्तल के जवाब को गलत मानते हुए तुरंत निशुल्क सूचना उपलब्ध कराने के आदेश पारित किए। अब उद्योग विभाग महाप्रबंधक को प्रश्नात्मक बताए जाने वाले सवालों के जवाब देने पड़ेंगे।

According to the case, RTI activist Anil Jandu, resident of F Block, Civil Lines, presented two RTI applications in the public interest before the General Manager and Public Information Officer of the District Industries and Commerce Office, Harish Mittal, on October 14, information related to the Prime Minister’s Employment Generation Scheme and departmental works. sought. But the department refused to answer on November 11, 2022, stating the information as questionable.

On this, RTI activist Anil Jandu appealed against the answer given on November 21, 2022 in the Jaipur Commissioner’s Office of Industries Department.

Admitting the appeal under Section 19(1) of the Right to Information Act, 2005 by Dharmendra Poonia, Joint Director and Nodal Officer of the Commissioner’s Office, on 27th November, in front of Additional Director Yogendra Gurnani on 25th January and 20th February at the Commissioner’s Office, Jaipur The hearing was held twice. In the hearing, Harish Mittal, General Manager of District Industry and Commerce Center, Hanumangarh, gave his stand on the reply given on the information application.

Keeping in view the third party and public interest, Additional Director Yogendra Gurnani passed orders on March 16, considering the reply of Industry General Manager Harish Mittal as wrong, to provide free information immediately. Now the Industries Department General Manager will have to answer the questions which are said to be questionable.
