मुख्यमंत्री अशोक गहलोत ने राजस्थान को दिया देश का सर्वश्रेष्ठ बजट

गरीब और जरूरतमंद को मिली राहत, तैयार हुआ आधारभूत ढांचा

आपदा प्रबंधन मंत्री श्री मेघवाल ने दी बजट घोषणाओं और इनके क्रियान्वयन की जानकारी

बीकानेर, 4 मार्च। आपदा प्रबंधन एवं सहायता विभाग मंत्री श्री गोविंद राम मेघवाल ने कहा कि राज्य का वित्तीय वर्ष 2023-24 का बजट ऐतिहासिक है। मुख्यमंत्री श्री अशोक गहलोत ने राजस्थान को देश का सर्वश्रेष्ठ बजट दिया है, जिसकी चर्चा पूरे देश में है।

आपदा प्रबंधन मंत्री शनिवार को सर्किट हाउस में आयोजित प्रेस वार्ता के दौरान राज्य सरकार द्वारा की बजट घोषणाओं और इनके क्रियान्वयन की जानकारी दे रहे थे। उन्होंने कहा कि मुख्यमंत्री द्वारा प्रदेश को 19 हजार करोड रुपए से अधिक राशि का ‘महंगाई राहत पैकेज’ दिया है, जिससे आमजन को राहत मिलेगी। उन्होंने कहा कि एक करोड़ एनएफएसए परिवारों को निशुल्क अन्नपूर्णा फूड पैकेट देना, 76 लाख परिवारों को 500 रुपए में गैस सिलेंडर उपलब्ध करवाना और घरेलू उपभोक्ताओं को 100 यूनिट और किसानों को 2 हजार यूनिट बिजली निशुल्क उपलब्ध करवाना जैसी घोषणाएं प्रदेश के गरीब और जरूरतमंद परिवारों के लिए वरदान साबित होंगी।

उन्होंने कहा कि मुख्यमंत्री चिरंजीवी स्वास्थ्य बीमा योजना के तहत बीमित परिवारों के बीमा का दायरा बढ़ाकर 10 से 25 लाख करना तथा दुर्घटना बीमा की राशि 5 से बढ़ाकर 10 लाख करना, सरकार का ऐतिहासिक निर्णय है। उन्होंने बताया कि राज्य सरकार द्वारा गत वर्ष राजकीय कार्मिकों के लिए पुरानी पेंशन स्कीम लागू करने की घोषणा की थी, जिसका पूरे देश में स्वागत हुआ था। उन्होंने बताया कि अब तक 600 से अधिक सेवानिवृत्त कार्मिकों और उनके परिवार को ओपीएस का लाभ दिया भी जा चुका है। मनरेगा के तहत 25 दिन का अतिरिक्त रोजगार देना और इंदिरा गांधी शहरी रोजगार गारंटी योजना लागू करने जैसी घोषणाएं महत्त्वपूर्ण थी।

आपदा प्रबंधन मंत्री ने बताया कि इन घोषणाओं के क्रियान्वयन पर भी विशेष ध्यान दिया जा रहा है, जिससे आमजन को लाभ मिल सके। उन्होंने बताया कि गत चार वर्ष की जिले से संबंधित 129 में से 64 घोषणाओं का क्रियान्वयन किया जा चुका है। वहीं 51 प्रगतिरत हैं। उन्होंने कहा कि राज्य के बजट में प्रत्येक जिले को सौगातें मिली हैं, यह प्रदेश के सर्वांगीण विकास के दृष्टिकोण से मील का पत्थर साबित होंगी।

मुख्यमंत्री ने बीकानेर का रखा विशेष ध्यान
आपदा प्रबंधन एवं सहायता विभाग मंत्री ने कहा कि मुख्यमंत्री ने बजट घोषणाओं में बीकानेर का विशेष ध्यान रखा है। यहां आधारभूत सुविधाओं के विकास को सर्वोच्च प्राथमिकता दी गई है। उन्होंने बताया कि भड़ला में 400 केवी, पूगल में 132 केवी और मेउसर, भानसर और उड़सर में 33 केवी जीएसएस स्थापित किए जाएंगे। इससे विद्युत की गुणवत्ता में और अधिक सुधार आएगा।

उन्होंने बताया कि उच्च शिक्षा के क्षेत्र में एक बार फिर बीकानेर को अनेक सौगातें मिली हैं। इनमें गंगाशहर, मोमासर और गोडू में राजकीय महाविद्यालय तथा नापासर और मुरलीधर व्यास कॉलोनी में राजकीय कन्या महाविद्यालय खोले जाएंगे। राजकीय डूंगर महाविद्यालय में ऑडिटोरियम और पॉलिटेक्निक कॉलेज में केमिकल ब्रांच शुरू की जाएगी। उन्होंने बताया कि श्रीडूंगरगढ़ के निवासियों की ट्रोमा सेंटर की मांग इस बजट ने पूरी कर दी है। वहीं दियातरा के पीएचसी को सामुदायिक स्वास्थ्य केंद्र में क्रमोन्नत किया जाएगा। आठ केवायडी में नया प्राथमिक स्वास्थ्य केंद्र बनेगा तथा गिराजसर और नोखा गांव में उप स्वास्थ्य केंद्रों को प्राथमिक स्वास्थ्य केंद्र में क्रमोन्नत किया जाएगा। उन्होंने बताया कि बीकानेर में मोबाइल टेस्टिंग लैब उपलब्ध करवाई जाएगी। फूड सेफ्टी एंड ड्रग कंट्रोल ऑफिस की स्थापना की जाएगी। वहीं चिकित्सा शिक्षा विभाग के तहत सरदार मेडिकल कॉलेज में पृथक इमरजेंसी मेडिकल विभाग की स्थापना, ईएनटी विभाग के सुदृढ़ीकरण और हल्दीराम के सहयोग से 15 करोड़ रुपए की लागत से ईसीएमओ मशीन लगाई जाएगी। उन्होंने मेडिकल कॉलेज के अधीन नए ट्रोमा सेंटर की स्थापना की घोषणा को आमजन के लिए लाभदायक बताया।
आपदा प्रबंधन एवं सहायता विभाग मंत्री ने कहा कि बीकानेर में एग्रो पार्क की स्थापना, नोखा में सहायक निदेशक कृषि विस्तार कार्यालय खोलना, खाजूवाला में कपास मंडी और गिराजसर में गौण मंडी बनाना तथा जैसी घोषणाएं किसानों के लिए लाभदायक रहेंगी।

नया उपाधीक्षक कार्यालय और नए थाने खुलेंगे
आपदा प्रबंधन मंत्री ने बताया कि कानून व्यवस्था संधारण की दृष्टि से गंगाशहर में नया पुलिस उप अधीक्षक कार्यालय और हदां व मुक्ता प्रसाद नगर में नए पुलिस थाने खोले जाएंगे। केंद्रीय कारागृह में बच्चों की देखभाल हेतु क्रेच तथा पुस्तकालय की स्थापना की जाएगी। उन्होंने बताया कि बजट से खाजूवाला को अतिरिक्त जिला एवं सेशन न्यायालय तथा बज्जू को सिविल न्यायाधीश एवं न्यायिक मजिस्ट्रेट न्यायालय की सौगात भी मिली है। वहीं अल्पसंख्यक आवासीय विद्यालय खोलने और अल्पसंख्यक छात्रावास का निर्माण की घोषणा भी बजट में की गई है। उन्होंने बताया कि प्रत्येक विधानसभा क्षेत्र में दस-दस करोड़ रुपए की लागत से नॉन पेचेबल और मिसिंग लिंक सड़कों का कार्य करवाया जाएगा। जिले की पांच महत्वपूर्ण और क्षतिग्रस्त सड़कों के निर्माण और उन्नयन कार्य पर 220.70 करोड रुपए खर्च होंगे। आपदा प्रबंधन मंत्री ने बजट में जिले से संबंधित अन्य घोषणाओं के बारे में भी बताया।

जिले में सड़क सुदृढ़ीकरण के लिए हो रहे 402 करोड़ रुपए का काम
आपदा प्रबंधन एवं सहायता विभाग मंत्री ने बताया कि जिले में गत 4 वर्षों की बजट घोषणाओं में सड़कों से संबंधित 477 कार्य स्वीकृत किए गए हैं। इस राशि से 965 किलोमीटर सड़क नवीनीकरण और सुदृढ़ीकरण का कार्य किया जाएगा। अब तक इनमें से 163 कार्य पूर्ण ही चुके हैं तथा 244 प्रगतिरत हैं। उन्होंने बताया कि इस वर्ष म्यूजियम सर्किल से बीछवाल वाया दीनदयाल उपाध्याय सर्किल, उरमूल सर्किल को फोरलेन से सिक्स लेन बनाने, इसकी चौड़ाईकरण और सुदृढ़ीकरण का कार्य स्वीकृत हुआ है।

वहीं नगर निगम बीकानेर को 20 करोड़ रुपए सड़कों के मेजर रिपेयर कार्य के लिए दिए गए हैं।

इस दौरान जिला कलेक्टर भगवती प्रसाद कलाल, पुलिस अधीक्षक तेजस्विनी गौतम, अतिरिक्त जिला कलेक्टर (प्रशासन) ओमप्रकाश, नगर निगम आयुक्त गोपालराम बिरदा, नगर विकास न्यास सचिव यशपाल आहूजा, सार्वजनिक निर्माण विभाग के अधीक्षण अभियंता मुकेश गुप्ता, जलदाय विभाग के अधीक्षण अभियंता राजेश पुरोहित और विद्युत निगम के अधीक्षण अभियंता राजेंद्र मीणा आदि मौजूद रहे।

Disaster Management Minister Mr. Meghwal gave information about budget announcements and their implementation

Bikaner, 4 March. Disaster Management and Assistance Department Minister Shri Govind Ram Meghwal said that the state’s budget for the financial year 2023-24 is historic. Chief Minister Shri Ashok Gehlot has given the country’s best budget to Rajasthan, which is discussed in the whole country.

The Disaster Management Minister was giving information about the budget announcements made by the state government and their implementation during the press conference held at Circuit House on Saturday. He said that the Chief Minister has given an ‘inflation relief package’ of more than Rs 19 thousand crore to the state, which will provide relief to the common man.

He said that announcements like giving free Annapurna food packets to one crore NFSA families, providing gas cylinders for Rs 500 to 76 lakh families and providing 100 units of electricity to domestic consumers and 2 thousand units to farmers free of cost, will help the poor and needy families of the state. Will prove to be a boon.

He said that under the Chief Minister Chiranjeevi Swasthya Bima Yojana, increasing the coverage of insured families from 10 to 25 lakhs and increasing the amount of accident insurance from 5 to 10 lakhs is a historic decision of the government. He told that last year the state government had announced to implement the old pension scheme for government employees, which was welcomed across the country. He informed that so far more than 600 retired personnel and their families have been given the benefit of OPS. Announcements like providing 25 days of additional employment under MNREGA and implementation of Indira Gandhi Urban Employment Guarantee Scheme were important.

The Disaster Management Minister said that special attention is also being given to the implementation of these announcements, so that the common people can get benefited. He informed that 64 out of 129 announcements related to the district for the last four years have been implemented. There are 51 progressing. He said that every district has got gifts in the state budget, it will prove to be a milestone from the point of view of all-round development of the state.

Chief Minister paid special attention to Bikaner
Disaster Management and Assistance Department Minister said that the Chief Minister has taken special care of Bikaner in the budget announcements. Here the development of basic facilities has been given top priority. He informed that 400 KV GSS would be set up at Bhadla, 132 KV at Pugal and 33 KV GSS at Meusar, Bhansar and Udsar. This will further improve the quality of electricity.

He told that once again Bikaner has got many gifts in the field of higher education. In these, Government Colleges will be opened in Gangashahar, Momasar and Godu and Government Girls Colleges will be opened in Napasar and Murlidhar Vyas Colony. Auditorium in Government Dungar College and chemical branch will be started in Polytechnic College. He told that the demand of the residents of Sridungargarh for a trauma center has been fulfilled by this budget. On the other hand, PHC of Diyatra will be upgraded to Community Health Center. A new primary health center will be built in eight KYDs and sub health centers in Girajsar and Nokha villages will be upgraded to primary health centers. He told that mobile testing lab will be made available in Bikaner. Food Safety and Drug Control Office will be established. On the other hand, separate emergency medical department will be set up in Sardar Medical College under Medical Education Department, ENT department will be strengthened and ECMO machine will be installed at a cost of Rs 15 crore with the help of Haldiram. He termed the announcement of setting up of a new trauma center under the medical college as beneficial for the general public.
Disaster Management and Assistance Department Minister said that announcements like establishment of Agro Park in Bikaner, opening of Assistant Director Agriculture Extension office in Nokha, cotton market in Khajuwala and secondary market in Girajsar will be beneficial for the farmers.

New deputy superintendent office and new police stations will open
The Disaster Management Minister said that with a view to maintain law and order, a new Deputy Superintendent of Police office will be opened in Gangashahar and new police stations in Hadan and Mukta Prasad Nagar. A crèche and a library will be set up in the Central Jail for the care of the children. He told that additional district and sessions court to Khajuwala and Civil Judge and Judicial Magistrate to Bajju from the budget.

The gift of Magistrate Court has also been received. At the same time, announcement of opening of minority residential school and construction of minority hostel has also been made in the budget. He informed that the work of non-peachable and missing link roads will be done in each assembly constituency at a cost of Rs 10 crore each. Rs 220.70 crore will be spent on the construction and upgradation work of five important and damaged roads in the district. The Disaster Management Minister also told about other announcements related to the district in the budget.

Rs 402 crore work being done for road strengthening in the district
Disaster Management and Assistance Department Minister said that 477 works related to roads have been approved in the budget announcements of the last 4 years in the district. With this amount, 965 kilometer road renovation and strengthening work will be done. So far, 163 of these works have been completed and 244 are in progress. He informed that this year, the work of widening and strengthening of Museum Circle to Beechwal via Deendayal Upadhyay Circle, Urmul Circle from four lane to six lane has been approved.

On the other hand, Rs 20 crore has been given to Municipal Corporation Bikaner for major repair work of roads.

During this, District Collector Bhagwati Prasad Kalal, Superintendent of Police Tejaswini Gautam, Additional District Collector (Administration) Omprakash, Municipal Corporation Commissioner Gopalram Birda, Urban Development Trust Secretary Yashpal Ahuja, Superintending Engineer of Public Works Department Mukesh Gupta, Superintending Engineer of Water Supply Department Rajesh Purohit And Superintendent Engineer of Electricity Corporation, Rajendra Meena etc. were present.
