उत्तराखंड, @MaruSangram। उत्तराखंड समान नागरिक संहिता (यूसीसी) का ड्राफ्ट तैयार करने वाला देश का पहला राज्य बनने जा रहा है।

राष्ट्रीय विधि आयोग के अलावा यूसीसी लागू करने का एलान कर चुकी गुजरात और मध्य प्रदेश सरकार को भी उत्तराखंड के यूसीसी ड्राफ्ट का इंतजार है। जस्टिस रंजना प्रसाद देसाई की अध्यक्षता में गठित विशेषज्ञ समिति ड्राफ्ट को अंतिम रूप देने में जुटी है।

मुख्यमंत्री पुष्कर सिंह धामी ने समिति से 30 जून तक रिपोर्ट प्राप्त होने की अपेक्षा की है। लेकिन सूत्रों का कहना है कि रिपोर्ट जुलाई माह के पहले हफ्ते में सौंपी जा सकती है। जानकारों का मानना है कि जस्टिस देसाई कमेटी की रिपोर्ट बनाने की प्रक्रिया पूरी होने के बाद राष्ट्रीय विधि आयोग सक्रिय हुआ।

कमेटी की तरह ही आयोग ने यूसीसी पर सुझाव मांगने शुरू किए हैं। कमेटी के साथ आयोग के अध्यक्ष व सदस्य एक बैठक नई दिल्ली में कर चुके हैं।

यूसीसी की रिपोर्ट भी विधि आयोग के लिए मददगार होगी। भाजपा शासित मध्यप्रदेश और गुजरात सरकार ने भी समान नागरिक संहिता लागू करने का वादा किया है। दोनों राज्यों को भी इस रिपोर्ट का इंतजार है।

ड्राफ्ट को दिया जा रहा है अंतिम रूप विशेषज्ञ समिति ड्राफ्ट को अंतिम रूप देने में जुट गई है। मई 2022 में समिति का गठन हुआ था। गठन से लेकर अब तक समिति ढाई लाख से अधिक सुझाव ऑनलाइन और ऑफलाइन माध्यम से प्राप्त कर चुकी है। सभी 13 जिलों में हितधारकों के साथ सीधे संवाद कर चुकी है।

नई दिल्ली में प्रवासी उत्तराखंडियों से भी चर्चा हो चुकी है। प्रधानमंत्री के बयान से धामी उत्साहित यूसीसी पर प्रधानमंत्री नरेंद्र मोदी के बयान कि देश को दो कानूनों से नहीं चलाया जा सकता है,

Apart from the National Law Commission, the governments of Gujarat and Madhya Pradesh, which have announced the implementation of the UCC, are also waiting for the UCC draft of Uttarakhand. The expert committee constituted under the chairmanship of Justice Ranjana Prasad Desai is engaged in finalizing the draft.

Chief Minister Pushkar Singh Dhami has expected to receive the report from the committee by June 30. But sources say that the report can be submitted in the first week of July. Experts believe that the National Law Commission became active after the completion of the process of making the report of the Justice Desai Committee.

Like the Committee, the Commission has started inviting suggestions on UCC. The chairman and members of the commission have held a meeting with the committee in New Delhi.

The UCC report will also be helpful to the Law Commission. The BJP-ruled Madhya Pradesh and Gujarat governments have also promised to implement the Uniform Civil Code. Both the states are also waiting for this report.

Finalizing the draft The expert committee is busy finalizing the draft. The committee was formed in May 2022. Since its formation till now, the committee has received more than 2.5 lakh suggestions through online and offline medium. Directly interacted with the stakeholders in all the 13 districts.
