बीकानेर, @MaruSangram। नगरीय निकाय चुनाव से पहले कांग्रेस ने शहरों की सियासत को नया मोड़ दे दिया है। पार्टी ने चुनाव को सिर्फ वार्ड और उम्मीदवार तक सीमित न रखकर इसे भाजपा सरकार के कामकाज बनाम कांग्रेस के विजन की लड़ाई बना दिया है।
प्रदेश कांग्रेस अध्यक्ष गोविंद सिंह डोटासरा ने शुक्रवार को पीसीसी वॉररूम में प्रेस कॉन्फ्रेंस कर शहरी संकल्प पत्र जारी किया। उन्होंने चुनाव में देरी, परिसीमन की गड़बड़ी, आरक्षण और नामांकन प्रक्रिया को लेकर सरकार को घेरा।
डोटासरा ने कहा कि अगर निकायों में कांग्रेस बोर्ड बना तो पिछली सरकार की तरह मात्र 500 रुपए में मकान का पट्टा देने की योजना फिर शुरू होगी। कच्ची बस्तियों के नियमन में तेजी लाई जाएगी।
इसके अलावा संकल्प पत्र में –
- यूडी टैक्स की समीक्षा कर उसे जनहित में तर्कसंगत बनाया जाएगा।
- लंबित सफाईकर्मी भर्ती पूरी कर हर साल जरूरत के हिसाब से नई भर्ती होगी।
- घर-घर कचरा संग्रहण मुफ्त और रोजाना निगरानी।
- हर शहर में जरूरत के मुताबिक नई सीवरेज-ड्रेनेज लाइन और STP बनाए जाएंगे।
- जिन शहरों में मास्टर प्लान नहीं है, वहां जनता से राय लेकर नया मास्टर प्लान बनेगा।
- स्ट्रीट लाइट और विकास कार्यों की जानकारी के लिए ऑनलाइन पारदर्शी सिस्टम लाया जाएगा।
डोटासरा ने आरोप लगाया कि हाईकोर्ट की फटकार और अवमानना की कार्रवाई के बाद सरकार को निकाय चुनाव कराने पड़े। परिसीमन में कहीं 10 हजार तो कहीं 30 हजार की आबादी पर वार्ड बना दिए। 10 नगर निगमों में एक भी महापौर पद SC-ST के लिए आरक्षित नहीं हुआ, ये सरकार की सोच को दिखाता है।
जयपुर की सड़कों, गड्ढों, जाम और आवारा पशुओं का जिक्र करते हुए उन्होंने कहा कि लंबे समय तक भाजपा का बोर्ड रहने के बाद भी राजधानी की हालत बदहाल है। उन्होंने बीकानेर, पाली, भीलवाड़ा सहित कई निकायों में सत्ता के दुरुपयोग का भी आरोप लगाया।

Bikaner, @MaruSangram. Ahead of the municipal elections, Congress has given a new twist to urban politics. Instead of limiting the elections to wards and candidates, the party has transformed it into a battle between the BJP government’s performance and the Congress’s vision.
State Congress President Govind Singh Dotasara released the Urban Resolution Letter at a press conference in the PCC War Room on Friday. He criticized the government for election delays, delimitation irregularities, reservations, and the nomination process.
Dotasara said that if Congress forms government boards in municipal bodies, the scheme of leasing houses for just ₹500 will be resumed, as it was under the previous government. The regulation of slums will be expedited.
Furthermore, the resolution letter states:
- The UD tax will be reviewed and rationalized in the public interest.
- Pending recruitment of sanitation workers will be completed and new recruitment will be conducted annually as needed.
- Door-to-door garbage collection will be free and monitored daily.
- New sewerage and drainage lines and STPs will be built in every city as needed.
- In cities without a master plan, a new master plan will be prepared after consulting the public.
- A transparent online system will be implemented for information on street lighting and development projects.
Dotasara alleged that the government was forced to hold civic elections after the High Court’s reprimand and contempt proceedings. In the delimitation process, wards were created for a population of 10,000 and 30,000. Not a single mayoral post in 10 municipal corporations was reserved for SC/ST candidates, reflecting the government’s mindset.
Referring to Jaipur’s roads, potholes, traffic jams, and stray animals, he said that despite a long-term BJP government in power, the capital’s condition remains poor. He also accused the government of misuse of power in several municipalities, including Bikaner, Pali, and Bhilwara.
