महानिदेशक पुलिस राजीव कुमार शर्मा ने जारी किया आदेश, गुरुवार से नई व्यवस्था लागू
जयपुर, @MaruSangram। साइबर वित्तीय अपराधों पर त्वरित और प्रभावी कार्रवाई सुनिश्चित करने के लिए राजस्थान पुलिस ने एक महत्वपूर्ण कदम उठाया है। इसके तहत महानिदेशक पुलिस राजस्थान श्री राजीव कुमार शर्मा ने एक निर्णय लिया है कि अब ₹ 1 लाख या उससे अधिक की साइबर वित्तीय धोखाधड़ी की शिकायत पर ई-जीरो एफआईआर (e-Zero FIR) स्वतः दर्ज होगी। यह नई व्यवस्था गुरुवार 23 जुलाई से पूरे राज्य में प्रभावी कर दी गई है। डीजीपी श्री शर्मा ने इस संबंध में राज्य के समस्त पुलिस अधीक्षकों व पुलिस आयुक्तों को संशोधित व्यवस्था के अनुरूप कार्यवाही करने के लिए एक परिपत्र जारी करते हुए विस्तृत दिशा—निर्देश जारी किए हैं।
यह निर्णय भारत सरकार के गृह मंत्रालय के निर्देशों एवं साइबर अपराधों की बढ़ती घटनाओं को ध्यान में रखते हुए लिया गया है, ताकि पीड़ितों को तत्काल कानूनी संरक्षण मिल सके और ठगी की राशि को शीघ्र फ्रीज कर अपराधियों तक तेजी से पहुंचा जा सके।
5 लाख से घटाकर ₹1 लाख की गई सीमा
एडीजी साइबर क्राइम वी.के.सिंह ने बताया कि इससे पहले राजस्थान में ₹5 लाख या उससे अधिक की साइबर वित्तीय ठगी के मामलों में ई-एफआईआर की व्यवस्था लागू थी। अब इसकी सीमा घटाकर ₹1 लाख कर दी गई है, जिससे अधिक संख्या में पीड़ितों को तत्काल कानूनी सहायता मिल सकेगी।
नई व्यवस्था के तहत I4C के राष्ट्रीय साइबर अपराध रिपोर्टिंग पोर्टल (साइबर हेल्पलाइन नंबर 1930) और सीसीटीएनएस प्रणाली को एकीकृत किया गया है। अब ₹1 लाख या उससे अधिक की साइबर वित्तीय धोखाधड़ी की शिकायत दर्ज होते ही संबंधित राज्य स्तरीय साइबर पुलिस स्टेशन में स्वतः ई-जीरो एफआईआर दर्ज हो जाएगी।
शिकायत मिलते ही तुरंत शुरू होगी कानूनी कार्रवाई
एडीजी साइबर क्राइम श्री सिंह ने बताया कि जारी आदेश के अनुसार ई-जीरो एफआईआर प्राप्त होते ही पुलिस बिना शिकायतकर्ता के हस्ताक्षर की प्रतीक्षा किए बैंक खातों को फ्रीज करने, संदिग्ध राशि होल्ड कराने, सीडीआर, आईपीडीआर, सीसीटीवी फुटेज एवं अन्य डिजिटल साक्ष्य जुटाने जैसी आवश्यक कानूनी कार्रवाई तुरंत प्रारंभ करेगी, ताकि साइबर अपराधियों पर शीघ्र शिकंजा कसा जा सके। उन्होंने साइबर फ्रॉड पीड़ितों से आह्वान किया है कि वे साइबर फ्रॉड का शिकार होते ही साइबर हेल्पलाइन 1930 पर जल्द से जल्द शिकायत करें ताकि उन्हें त्वरित राहत मिल सके।
यह रहेगी प्रक्रिया :
शिकायतकर्ता को ई-जीरो एफआईआर दर्ज होने के 72 घंटे के भीतर संबंधित पुलिस थाना पहुंचकर एफआईआर की मुद्रित प्रति पर हस्ताक्षर करने होंगे। यदि वह निर्धारित समय में उपस्थित नहीं हो पाता है तो उसे नोटिस जारी किया जाएगा। हालांकि प्रारंभिक जांच और आवश्यक कानूनी कार्रवाई जारी रहेगी।
नई व्यवस्था के अनुसार ₹1 करोड़ या उससे अधिक की साइबर वित्तीय धोखाधड़ी के मामलों का पंजीकरण एवं अनुसंधान राज्य स्तरीय साइबर क्राइम पुलिस स्टेशन, जयपुर द्वारा किया जाएगा। वहीं ₹1 लाख से ₹1 करोड़ तक की साइबर वित्तीय धोखाधड़ी के मामलों का अनुसंधान संबंधित जिला साइबर पुलिस थाना अथवा स्थानीय पुलिस थाना, जिला पुलिस अधीक्षक/पुलिस उपायुक्त के निर्देशानुसार करेगा।
साइबर अपराधों के विरूद्ध महत्वपूर्ण कदम : डीजीपी
महानिदेशक पुलिस श्री राजीव कुमार शर्मा ने कहा है कि आई4सी की तर्ज पर राज्य में आर4सी की स्थापना के साथ ही राजस्थान पुलिस साइबर अपराधों की रोकथाम, पीड़ितों को त्वरित राहत और अपराधियों के विरुद्ध प्रभावी कार्रवाई के लिए आधुनिक तकनीक एवं सुदृढ़ कानूनी व्यवस्था का लगातार विस्तार कर रही है। ई-जीरो एफआईआर की यह नई व्यवस्था साइबर अपराधों के विरुद्ध राजस्थान पुलिस की त्वरित, तकनीक आधारित और पीड़ित-केंद्रित पुलिसिंग की दिशा में एक महत्वपूर्ण कदम साबित होगी।

Director General of Police Rajiv Kumar Sharma issues order, new system to be implemented from Thursday
Jaipur, @MaruSangram. Rajasthan Police has taken a significant step to ensure prompt and effective action against cyber financial crimes. Director General of Police Rajasthan, Mr. Rajiv Kumar Sharma, has decided that e-Zero FIRs will now be automatically registered for complaints of cyber financial fraud of ₹1 lakh or more. This new system has been implemented across the state since Thursday, July 23rd. DGP Mr. Sharma has issued a circular to all Superintendents of Police and Commissioners of Police, issuing detailed guidelines to take action in accordance with the revised system.
This decision was taken in accordance with the directives of the Ministry of Home Affairs, Government of India, and in light of the increasing incidence of cybercrimes, to provide immediate legal protection to victims, and to ensure that fraudulent funds are frozen and criminals are brought to justice faster.
Limit reduced from ₹5 lakh to ₹1 lakh
ADG Cyber Crime V.K. Singh stated that previously, the e-FIR system was applicable in Rajasthan for cyber financial fraud cases involving ₹5 lakh or more. This limit has now been reduced to ₹1 lakh, enabling a greater number of victims to receive immediate legal assistance.
Under the new system, I4C’s National Cybercrime Reporting Portal (Cyber Helpline number 1930) and the CCTNS system have been integrated. Now, upon filing a complaint of cyber financial fraud involving ₹1 lakh or more, an e-Zero FIR will be automatically registered at the relevant state-level cyber police station.
Legal action will begin immediately upon receipt of the complaint.
ADG Cyber Crime Mr. Singh stated that, as per the order issued, upon receipt of an e-Zero FIR, the police will immediately initiate necessary legal action, such as freezing bank accounts, holding suspicious funds, and gathering CDRs, IPDRs, CCTV footage, and other digital evidence, without waiting for the complainant’s signature, to expedite the prosecution of cybercriminals. He urged cyber fraud victims to report their case to the Cyber Helpline 1930 as soon as possible to receive immediate relief.
This will be the procedure:
The complainant must report to the relevant police station within 72 hours of the e-Zero FIR being filed and sign a printed copy of the FIR. If they fail to appear within the stipulated time, a notice will be issued. However, preliminary investigations and necessary legal action will continue.
According to the new system, cyber financial fraud cases involving ₹1 crore or more will be registered and investigated by the State-Level Cyber Crime Police Station in Jaipur. Cyber financial fraud cases involving ₹1 lakh to ₹1 crore will be investigated by the respective District Cyber Police Station or local police station, as directed by the District Superintendent of Police/Deputy Commissioner of Police.
Important Steps Against Cyber Crimes: DGP
Director General of Police, Mr. Rajiv Kumar Sharma, stated that with the establishment of R4C in the state, modeled after I4C, the Rajasthan Police is continuously expanding modern technology and a robust legal system to prevent cybercrimes, provide quick relief to victims, and effectively take action against criminals. This new system of e-Zero FIRs will prove to be an important step towards Rajasthan Police’s rapid, technology-driven, and victim-centric policing against cybercrimes.
