जयपुर, MaruSangram‌। राजस्थान सरकार की राजस्थान गवर्नमेंट हेल्थ स्कीम (RGHS) में भ्रष्टाचार और फर्जीवाड़े के खिलाफ स्पेशल ऑपरेशन ग्रुप (एसओजी) ने शनिवार को कार्रवाई करते हुए सीकर जिले में सामने आए बहुचर्चित आरजीएचएस घोटाले में तीन कर्मचारियों को गिरफ्तार किया है। आरोप है कि इन्होंने लैब संचालकों और चिकित्सकों के साथ मिलकर फर्जी परामर्श पर्चियां और जांच रिपोर्ट तैयार कर करोड़ों रुपए का सरकारी भुगतान प्राप्त किया।

अतिरिक्त पुलिस महानिदेशक (SOG) विशाल बंसल ने बताया कि दादिया सीकर निवासी बजरंग सिंह (54), उद्योग नगर सीकर निवासी अरविन्द कुमार शिला (35) और विक्रम कल्याण (22) को गिरफ्तार किया है।

पुलिस ने आरोपियों को अदालत में पेश किया जहां से उन्हें 16 जून तक पुलिस रिमांड पर सौंप दिया गया।राज्य सरकार ने आरजीएचएस योजना में सामने आई गंभीर अनियमितताओं और भ्रष्टाचार की शिकायतों की गहन आपराधिक जांच एसओजी को सौंपी है। विशेष सतर्कता समिति और विभागीय ऑडिट में कई मामलों में राजस्व हानि और संगठित अपराध के संकेत मिलने पर उन्हें जांच के लिए एसओजी को भेजा गया था। सीकर का मामला भी इन्हीं प्रकरणों में शामिल है।

मरीजों को देखे बिना ही बना डाली पर्चियां:
सीकर स्थित डॉ विजय एंड बी.लाल डायग्नोस्टिक सेंटर के संचालक लेट विजय मूंड द्वारा एस.के हॉस्पीटल सीकर में पदस्थ डॉ कमल कुमार अग्रवाल, डॉक्टर गजराज सिंह, डॉ सुनील ढाका, डॉ राकेश चौधरी एवं डॉ मुकेश वर्मा के साथ मिलीभगत कर आरजीएचएस योजना के तहत बड़े पैमाने पर फर्जीवाड़ा किया गया।

आरोप है कि डॉक्टरों द्वारा मरीजों को बिना देखे अथवा केवल कागजों पर ही परामर्श पर्चियों में अनावश्यक जांचें लिखी गई और उन पर आधारित फर्जी जांच रिपोर्ट तैयार कर आरजीएचएस पोर्टल पर अपलोड की गईं और योजना के तहत करोड़ों रुपए का भुगतान प्राप्त किया गया।

इस तरह करते थे फर्जीवाड़ा:
अनुसंधान के दौरान आरोपी लैब संचालक बनवारी लाल उर्फ बी लाल एवं डॉ कमल कुमार उर्फ के.के अग्रवाल के खिलाफ मामला दर्ज कर 4 मई को गिरफ्तार किया गया जो वर्तमान में न्यायिक अभिरक्षा में है।

एसओजी के अनुसार लैब पर कार्यरत कर्मचारी आरजीएचएस लाभार्थियों के कार्ड नंबर लेकर एस.के हॉस्पीटल में काम करने वाले चिकित्सकों से लिखवाकर परामर्श पर्चियों पर अंकित करते थे और वापस इन्हें डॉ विजय मूंड को सौंपा जाता था। पहले से तय जांचों को चिकित्सकों से पर्चियों में दर्ज कराया जाता और फिर उनके आधार पर फर्जी जांच रिपोर्ट बनाकर पोर्टल पर अपलोड की जाती थी। इस पूरी प्रक्रिया से सरकारी धन का दुरुपयोग कर पैसे कमाए।

मामले में एसओजी ने बजरंग सिंह, अरविंद कुमार शीला और विक्रम कल्याण को गिरफ्तार किया है:
पूछताछ में फर्जी पर्चियां तैयार करने, लाभार्थियों के कार्ड विवरण जुटाने, चिकित्सकों तक दस्तावेज पहुंचाने और भुगतान राशि के बंटवारे से जुड़े नेटवर्क की जानकारी जुटाई जाएगी।

एसओजी अधिकारियों का कहना है कि जांच के दौरान सामने आने वाले तथ्यों के आधार पर अन्य डॉक्टरों, लैब संचालकों, कर्मचारियों और संबंधित व्यक्तियों के खिलाफ भी सख्त कार्रवाई की जाएगी। आवश्यकता पड़ने पर आरोपियों की चल-अचल संपत्तियों की जांच कर जब्ती और अटैचमेंट की कार्रवाई भी की जा सकती है।

Jaipur, MaruSangram. The Special Operations Group (SOG) on Saturday took action against corruption and fraud in the Rajasthan Government Health Scheme (RGHS). Three employees were arrested in the highly publicized RGHS scam in Sikar district. It is alleged that they colluded with lab operators and doctors to obtain government payments worth crores of rupees by preparing fake prescriptions and test reports.

Additional Director General of Police (SOG) Vishal Bansal stated that Bajrang Singh (54), a resident of Dadiya Sikar, Arvind Kumar Shila (35), a resident of Udyog Nagar Sikar, and Vikram Kalyan (22) were arrested.

The police produced the accused in court, where they were remanded to police custody until June 16. The state government has entrusted the SOG with conducting a thorough criminal investigation into complaints of serious irregularities and corruption in the RGHS scheme. After the Special Vigilance Committee and departmental audits found evidence of revenue loss and organized crime, several cases were referred to the Special Operations Group (SOG) for investigation. The Sikar case is one of these cases.

Prescriptions Made Without Seeing Patients:
Late Vijay Mund, operator of Dr. Vijay & B. Lal Diagnostic Center in Sikar, colluded with Dr. Kamal Kumar Agarwal, Dr. Gajraj Singh, Dr. Sunil Dhaka, Dr. Rakesh Chaudhary, and Dr. Mukesh Verma, all posted at SK Hospital, Sikar, to commit large-scale fraud under the RGHS scheme.

It is alleged that the doctors, without seeing patients or merely relying on paperwork, prescribed unnecessary tests on prescriptions. Based on these reports, they prepared and uploaded fake test reports to the RGHS portal, receiving payments totaling crores of rupees under the scheme.

This is how they committed the fraud:
During the investigation, a case was registered against the accused lab operator, Banwari Lal alias B. Lal, and Dr. Kamal Kumar alias K.K. Agarwal. They were arrested on May 4th and are currently in judicial custody.

According to the Special Operations Group (SOG), lab employees would obtain the card numbers of RGHS beneficiaries from doctors working at SK Hospital, record them on prescription slips, and then hand them back to Dr. Vijay Mund. Doctors would enter pre-scheduled tests into the prescriptions, and then prepare fake test reports based on them and upload them to the portal. This entire process generated financial gain by misappropriating government funds.

The SOG has arrested Bajrang Singh, Arvind Kumar Sheela, and Vikram Kalyan in the case.

The interrogation will gather information about the network involved in preparing fake prescriptions, collecting beneficiary card details, delivering documents to doctors, and distributing payment funds.

SOG officials say that based on the facts revealed during the investigation, strict action will be taken against other doctors, lab operators, employees, and related individuals. If necessary, the movable and immovable properties of the accused may be examined and seizure and attachment proceedings may also be initiated.
