हनुमानगढ़, @MaruSangram। समर्थन मूल्य पर गेहूं खरीद योजना में फर्जी दस्तावेजों के माध्यम से अनुचित लाभ उठाने वाले व्यक्तियों के विरुद्ध जिला प्रशासन सख्त कार्रवाई करेगा।

अतिरिक्त जिला कलक्टर राम रतन सौंकरिया ने बताया कि राज्य सरकार एवं भारत सरकार की इस महत्वाकांक्षी योजना के तहत जिले को इस वर्ष रिकॉर्ड 8.96 लाख मीट्रिक टन गेहूं खरीद का लक्ष्य मिला, जिससे हजारों किसानों को लाभ पहुंचा। हालांकि प्रारंभिक जांच में कुछ व्यक्तियों द्वारा नकली दस्तावेजों और डुप्लीकेट गिरदावरी के माध्यम से योजना का दुरुपयोग किए जाने के संकेत मिले हैं।

एक ही भूमि पर बार-बार विक्रय की आशंका
अतिरिक्त जिला कलक्टर ने बताया कि कुछ मामलों में एक ही भूमि के आधार पर तैयार किए गए फर्जी ठेकानामों, अनुबंध सहमति पत्रों तथा ओटीपी के दुरुपयोग के माध्यम से एक से अधिक बार गेहूं बेचे जाने की आशंका है। जांच में यह भी देखा जा रहा है कि एक ही व्यक्ति ने विभिन्न एजेंसियों एवं मंडियों में कितनी बार गेहूं विक्रय कर अनुचित लाभ प्राप्त किया। 5500 संदिग्ध पंजीकरणों की जांच उच्च स्तरीय टीम द्वारा की जा रही है, जिनमें से 803 पंजीकरण ऐसे पाए गए हैं जिनमें दो से अधिक बार गेहूं बेचा गया है।

प्रारंभिक जांच में सामने आया बड़ा मामला
एक प्रकरण में जांच के दौरान पाया गया कि एक पंजीकृत भूमिधारक के नाम उपलब्ध 10.399 हेक्टेयर भूमि के आधार पर अधिकतम 604 क्विंटल गेहूं का विक्रय संभव था। संबंधित भूमिधारक द्वारा निर्धारित मात्रा का विक्रय किया गया, लेकिन उसी भूमि एवं दस्तावेजों का उपयोग कर अन्य व्यक्तियों द्वारा भी बार-बार पंजीकरण कराए गए। परिणामस्वरूप कुल 2,104 क्विंटल गेहूं का विक्रय दर्ज हुआ, जो वास्तविक क्षमता से 1,500 क्विंटल अधिक है।

आढ़तियों एवं फर्मों की भूमिका भी जांच के दायरे में
राष्ट्रीय सूचना विज्ञान केन्द्र (एनआईसी) जयपुर से प्राप्त जानकारी के आधार पर कुछ प्रकरणों में विशेष फर्मों एवं आढ़तियों का संबंध सामने आने की संभावना है। ऐसे मामलों में भूमिधारकों के साथ-साथ संबंधित फर्मों की भूमिका की भी गहन जांच की जाएगी। उपखंड स्तर पर उपखंड अधिकारी, मंडी सचिव, गिरदावर, पटवारी एवं सूचना सहायक की संयुक्त टीम जांच कर रही है।

दोषियों को नोटिस, सभी एजेंसियों को जारी किए निर्देश
रसद विभाग द्वारा संदिग्ध मामलों में शामिल व्यक्तियों को नोटिस जारी किए जा रहे हैं। साथ ही यह भी जांच की जा रही है कि यह व्यक्तिगत स्तर पर किया गया कृत्य है अथवा संगठित रूप से संचालित गतिविधि।

जिला प्रशासन ने सभी खरीद एजेंसियों को भी पत्र जारी कर आवश्यक निरोधात्मक कार्रवाई सुनिश्चित करने के निर्देश दिए हैं। अतिरिक्त जिला कलक्टर श्री राम रतन सौंकरिया ने कहा कि वास्तविक किसानों के हितों को नुकसान पहुंचाने वाले किसी भी दोषी व्यक्ति को बख्शा नहीं जाएगा।

Cases of duplicate land records (Girdawari) surfaced during the scrutiny of 5,500 registrations; wheat was sold more than twice against 803 registrations.

Hanumangarh, @MaruSangram. The district administration will take strict action against individuals who have sought undue benefits through fraudulent documents under the wheat procurement scheme at the Minimum Support Price (MSP).

Additional District Collector Ram Ratan Saukariya stated that under this ambitious scheme of the State and Central governments, the district was assigned a record procurement target of 8.96 lakh metric tonnes of wheat this year, benefiting thousands of farmers. However, preliminary investigations indicate that some individuals have misused the scheme using fake documents and duplicate land records (Girdawari).

Suspicion of repeated sales from the same land
The Additional District Collector noted suspicions that, in some instances, wheat was sold multiple times by misusing OTPs and creating fake lease deeds and consent agreements based on the same land. The investigation is also examining how many times the same individual sold wheat across various agencies and mandis (markets) to gain undue advantage. A high-level team is scrutinizing 5,500 suspicious registrations; among these, 803 registrations were found where wheat had been sold more than twice.

Major case revealed in preliminary investigation
In one specific case, the investigation found that a registered landowner could sell a maximum of 604 quintals of wheat based on their 10.399 hectares of land. While the landowner sold the prescribed quantity, other individuals used the same land and documents to register repeatedly. Consequently, a total sale of 2,104 quintals of wheat was recorded—exceeding the actual capacity by 1,500 quintals. Role of Commission Agents and Firms Under Scrutiny
Based on information received from the National Informatics Centre (NIC), Jaipur, links involving specific firms and commission agents have come to light in certain cases. In these instances, a thorough investigation will be conducted into the roles of the concerned firms alongside those of the landowners. A joint team comprising the Sub-Divisional Officer, Mandi Secretary, Girdawar, Patwari, and Information Assistant is conducting the inquiry at the sub-divisional level.

Notices to Culprits; Instructions Issued to All Agencies
The Department of Food and Civil Supplies is issuing notices to individuals involved in suspicious cases. Simultaneously, investigations are underway to determine whether these acts were committed at an individual level or were part of an organized activity.

The district administration has also issued letters to all procurement agencies, directing them to ensure necessary preventive measures are taken. Additional District Collector Shri Ram Ratan Sonkariya stated that no guilty individual who harms the interests of genuine farmers will be spared.
