राजस्थान में सरकारी भुगतान तंत्र ठप होने पर पूर्व मुख्यमंत्री अशोक गहलोत ने मुख्यमंत्री भजनलाल शर्मा को लिखा ‘अति आवश्यक’ पत्र; वित्तीय कुप्रबंधन पर जताई गहरी चिंता

RGHS, चिरंजीवी/आयुष्मान दुर्घटना बीमा योजना, सामाजिक सुरक्षा पेंशन और रिटायरमेंट बेनिफिट्स का भुगतान महीनों से अटका।

-मानवाधिकार आयोग के स्वतः संज्ञान का दिया हवाला; कहा- ‘इतिहास में वित्तीय कुप्रबंधन का ऐसा स्वरूप पहले कभी नहीं देखा गया’।

-ट्रेजरी से पास बिलों के अटकने से निर्माण कार्य ठप; छोटे ठेकेदारों को विज्ञापन देकर सरकार का ध्यान खींचने पर मजबूर होना पड़ रहा।

जयपुर, @MaruSangram। राजस्थान के पूर्व मुख्यमंत्री अशोक गहलोत ने प्रदेश में सरकारी भुगतान तंत्र के पूरी तरह ठप होने और इसके चलते आमजन, कर्मचारियों तथा पेंशनभोगियों को हो रही भारी परेशानी पर गहरी चिंता व्यक्त की है। इस संबंध में श्री गहलोत ने मुख्यमंत्री भजनलाल शर्मा को ‘अति आवश्यक’ श्रेणी का एक विस्तृत पत्र लिखकर राज्य में पनपे गंभीर वित्तीय संकट और प्रशासनिक उदासीनता की ओर ध्यान आकर्षित किया है।

पूर्व मुख्यमंत्री ने कहा है कि यह समस्या किसी एक विभाग तक सीमित नहीं है, बल्कि कर्मचारी, पेंशनर, दुर्घटना पीड़ित परिवार, अस्पताल, दवा विक्रेता और छोटे ठेकेदार सहित समाज का हर वर्ग आज अपने वाजिब भुगतान के लिए भटक रहा है। उन्होंने मुख्यमंत्री से इस अनावश्यक संकट से राहत दिलाने के लिए समय रहते त्वरित निर्णय लेने का आग्रह किया है।

मुख्यमंत्री को लिखा गया पत्र शब्दशः निम्न प्रकार है:

प्रिय श्री भजन लाल शर्मा जी,

राजस्थान में सरकारी भुगतान तंत्र जिस तरह ठप पड़ चुका है, उसे लेकर मैं गहरी चिंता के साथ यह पत्र लिख रहा हूं। यह किसी एक विभाग या किसी एक योजना की समस्या नहीं है। कर्मचारी, पेंशनभोगी, दुर्घटना पीड़ित परिवार, अस्पताल, दवा विक्रेता और छोटे ठेकेदार, लगभग हर वर्ग आज अपने वाजिब भुगतान के लिए भटक रहा है। प्रदेश के इतिहास में वित्तीय कुप्रबंधन का ऐसा स्वरूप पहले कभी नहीं देखा गया।
आरजीएचएस योजना के तहत निजी अस्पतालों, डायग्नोस्टिक सेंटरों और दवा विक्रेताओं का करोड़ों रुपये का भुगतान महीनों से अटका है। स्थिति इतनी गंभीर हो चुकी है कि राज्य मानवाधिकार आयोग को इसे मानवाधिकार उल्लंघन मानते हुए स्वतः संज्ञान लेना पड़ा, और अनेक अस्पतालों ने योजना से जुड़ी सेवाएं सीमित करने या एमओयू समाप्त करने तक की चेतावनी दे डाली। नतीजा यह है कि कैशलेस इलाज का दावा करने वाली योजना में भी कर्मचारियों और पेंशनरों को पहले अपनी जेब से पैसे जमा करवाने पड़ रहे हैं, इस भरोसे पर कि सरकार से भुगतान आने पर बाद में वापसी होगी। ऐसे प्रकरणों में राज्य सरकार को लिखित गारंटी देकर अस्पतालों को पुनर्भगतान के पाबंद करे।
मुख्यमंत्री चिरंजीवी/आयुष्मान दुर्घटना बीमा योजना के तहत भी, जिसमें दुर्घटना में मृत्यु होने पर पीड़ित परिवार को पांच लाख रुपये की सहायता राशि मिलनी होती है, यह जानकारी मिल रही है कि सैकड़ों प्रकरणों में दावे स्वीकृत होने के बावजूद पीड़ित परिवारों को भुगतान नहीं मिल पाया है। जिस परिवार ने अपना कमाने वाला सदस्य खोया हो, उसे स्वीकृति के बाद भी महीनों राशि के लिए इंतजार करना पड़े, यह राज्य सरकार की घोर असंवेदनहीनता को दिखाता है।
राज्य के सेवानिवृत्त कर्मचारियों की स्थिति भी उतनी ही चिंताजनक है। जीपीएफ, समूह बीमा, ग्रेच्युटी और अर्जित अवकाश (पीएल) जैसी राशियां, जो कर्मचारी की अपनी जमा पूंजी और सेवा के बदले मिलने वाला हक हैं, रिटायरमेंट के बाद महीनों तक जारी नहीं हो रहीं। इसके साथ ही सामाजिक सुरक्षा पेंशन भी प्रदेश के कई जिलों में महीनों महीनों लंबित चल रही है, जिससे वृद्ध, विधवा और दिव्यांग पेंशनभोगी सबसे ज्यादा प्रभावित हो रहे हैं।
ट्रेजरी से पास हो चुके बिलों के भुगतान पर भी पिछले कई महीनों से संकट बना हुआ है, जिसका सीधा असर सड़क, पेयजल और अन्य बुनियादी ढांचे से जुड़ी परियोजनाओं पर पड़ रहा है। हालत यह हो गई है कि छोटे-छोटे ठेकेदारों को अपने वाजिब भुगतान के लिए अखबारों में विज्ञापन देकर सरकार का ध्यान आकर्षित करना पड़ रहा है। हजारों श्रमिकों और छोटे उद्यमियों की आजीविका इसी भुगतान संकट के कारण खतरे में है।
भुगतान का यह संकट केवल प्रशासनिक लापरवाही नहीं, बल्कि लाखों परिवारों की आजीविका और सम्मान से जुड़ा प्रश्न है। जिस राज्य को अपने कर्मचारियों, पेंशनभोगियों और सेवा प्रदाताओं के भरोसे पर खड़ा होना चाहिए, वहां आज यह भरोसा ही डगमगा रहा है। आम आदमी, सरकारी कार्मिक, पेंशनभोगी, ठेकेदार समेत समाज का हर वर्ग आज परेशान है।
मुझे आशा है कि आप इस विषय की गंभीरता को समझते हुए समय रहते आवश्यक निर्णय लेंगे, ताकि प्रदेश के लाखों परिवारों को इस अनावश्यक संकट से राहत मिल सके।

Former Chief Minister Ashok Gehlot wrote an ‘urgent’ letter to Chief Minister Bhajanlal Sharma regarding the disruption of the government payment system in Rajasthan; expressed deep concern over financial mismanagement.

Payments for RGHS, Chiranjeevi/Ayushman Accident Insurance Scheme, Social Security Pension, and retirement benefits have been stalled for months.
Cited the Human Rights Commission’s suo motu cognizance; said, “Such a level of financial mismanagement has never been seen before in history.”
Construction work stalled due to the delay in bills being passed by the treasury; small contractors are being forced to attract the government’s attention by advertising.

Jaipur, @MaruSangram. Former Rajasthan Chief Minister Ashok Gehlot has expressed deep concern over the complete breakdown of the government payment system in the state and the resulting hardship being faced by the public, employees, and pensioners. In this regard, Mr. Gehlot has written a detailed letter to Chief Minister Bhajan Lal Sharma, under the “urgent” category, drawing attention to the severe financial crisis and administrative apathy in the state.

The former Chief Minister stated that this problem is not limited to any one department; every segment of society, including employees, pensioners, families of accident victims, hospitals, pharmaceutical vendors, and small contractors, is struggling to receive their due payments. He urged the Chief Minister to take prompt and timely action to provide relief from this unnecessary crisis.

The letter to the Chief Minister is as follows:

Dear Mr. Bhajan Lal Sharma,

I am writing this letter with deep concern about the breakdown of the government payment system in Rajasthan. This is not a problem limited to any one department or any one scheme. Employees, pensioners, families of accident victims, hospitals, drug dealers, and small contractors—almost every sector is struggling to receive their due payments. Such a level of financial mismanagement has never been witnessed before in the state’s history.

Crores of rupees in payments to private hospitals, diagnostic centers, and drug dealers under the RGHS scheme have been pending for months. The situation has become so serious that the State Human Rights Commission has been forced to take suo motu cognizance, deeming it a human rights violation. Many hospitals have threatened to limit services or even terminate MoUs under the scheme. Consequently, even in a scheme that claims to offer cashless treatment, employees and pensioners are forced to deposit money from their own pockets, under the assurance that it will be returned later when the government pays. In such cases, the state government should mandate hospitals to provide written guarantees for repayment.
Even under the Chief Minister’s Chiranjeevi/Ayushman Accident Insurance Scheme, which provides a compensation of five lakh rupees to the victim’s family in case of accidental death, it is being reported that in hundreds of cases, despite claims being approved, the families have not received the payment. Families who have lost their breadwinners have to wait for months for the payment even after approval, which demonstrates the state government’s utter insensitivity.

The situation of retired state employees is equally worrisome. Amounts such as GPF, group insurance, gratuity, and earned leave (PL), which are an employee’s personal savings and entitlements for service, are not being released for months after retirement. Furthermore, social security pensions are pending for months in many districts of the state, affecting elderly, widowed, and disabled pensioners the most.

The payment of bills already passed by the treasury has also been in crisis for several months, directly impacting road, drinking water, and other infrastructure projects. The situation has reached such a point that small contractors are forced to advertise in newspapers to attract the government’s attention to receive their due payments. The livelihoods of thousands of workers and small entrepreneurs are at risk due to this payment crisis.

This payment crisis is not merely a result of administrative negligence, but a question concerning the livelihood and dignity of millions of families. In a state that should rely on the trust of its employees, pensioners, and service providers, this trust is being shaken today. Every segment of society, including the common man, government employees, pensioners, and contractors, is suffering.

I hope that you will understand the gravity of this issue and take the necessary decisions in a timely manner, so that millions of families in the state can find relief from this unnecessary crisis.
