निवाई, @MaruSangram (लालचंद सैनी)। क्षेत्र में राजस्व रिकॉर्ड के साथ छेड़छाड़ करने का मामला थमने का नाम नहीं ले रहा है। राजस्व रिकॉर्ड से संबंधित अधिकारियों एवं पटवारियों पर से क्षेत्र के किसानों का विश्वास उठता जा रहा है। यह कहना क्षेत्र के लोगों के लिए अतिश्योक्ति नहीं होगा। गांव झिलाय में खसरा का स्थान बदलने को लेकर क्षेत्र के किसानों में भय का माहौल बना हुआ है बताया जाता है कि खसरा नंबर 941/2 सरकारी भूमि का खसरा है, जिसके स्थान पर राजस्व अधिकारियों द्वारा खातेदार का नंबर 941/1 को बिठा दिया गया है जबकि 941/1 के स्थान पर सरकारी भूमि के खसरा नंबर 941/2 को बिठा दिया गया है। जिससे गांव में लड़ाई-झगड़े का माहौल बना हुआ है। बताया जाता है कि इस पूरे खेल को करवाने के पीछे बड़े भूमाफियाओं का हाथ लग रहा है।

सवालों के घेरे में अफसर

आखिर उपखंड एवं तहसील प्रशासन द्वारा इस प्रकार से राजस्व रिकॉर्ड के साथ छेड़छाड़ क्यों किया जाता है, यह बात क्षेत्र का प्रत्येक किसान वर्ग जानने के लिए उत्सुक है लेकिन यह साफ नजर आने लग गया है कि क्षेत्र में अफसरशाही हावी हो रखी है, जिससे राजनीति बौनी साबित हो रही है पूर्व में भी इस तरह का मामला सामने आ चुका है। दशहरा मैदान निवाई के पास भी राजस्व प्रशासन द्वारा खसरे का स्थान बदला गया था लेकिन शिकायतों के बाद उसको वापस पूर्व की स्थिति में कर दिया गया है।

आरोपो के कटघरे में राजस्व प्रशासन.

उपखंड एवं तहसील प्रशासन पर पूर्व में भी कई तरह के आरोप लग चुके हैं। बताया जाता है कि निवाई दशहरा मैदान के पास दोनों खसरे सटाकर है एक पर प्रशासन द्वारा 177 की कार्रवाई की गई जबकि दूसरे पर केवल खानापूर्ति की कार्रवाई की गई। लोगों द्वारा आरोप लगाया जाता है कि प्रशासन की जिनसे सेटिंग बैठ जाती है, उन पर फोरी कार्रवाई की जाती है और जिनसे सेटिंग नहीं बैठती है, उन पर भारी कार्रवाई की जाती है।

The trust of the farmers in the area in the revenue officials and patwaris (village accountants) is rapidly eroding. This is not an exaggeration for the people of the area. In Jhilay village, a climate of fear prevails among the farmers due to the changing of plot numbers (khasra). It is reported that Khasra number 941/2 is government land, but revenue officials have replaced it with the account holder’s number 941/1, while the government land’s khasra number 941/2 has been placed in the location of 941/1. This has created a tense atmosphere in the village, leading to disputes and conflicts. It is believed that powerful land mafias are behind this entire scheme.
Officials Under Scrutiny

Every farmer in the area is eager to know why the sub-divisional and tehsil administration is tampering with revenue records in this manner. However, it is becoming clear that bureaucracy is dominant in the area, rendering politics ineffective. A similar case has surfaced before. Near the Dussehra grounds in Niwai, the revenue administration had also changed the plot numbers, but after complaints, it was restored to its original state.

The sub-divisional and tehsil administration has faced several allegations in the past. It is reported that near the Niwai Dussehra grounds, two plots are adjacent to each other. The administration took action under Section 177 on one plot, while only a perfunctory action was taken on the other. People allege that the administration takes swift action against those with whom they have a “setting” (collusion), while those without such connections face harsh consequences.
