बीकानेर, @MaruSangram। जिला कार्यालय शिवबाड़ी चौराहा जिला कोर कमेटी प्रबंधन कार्यकारिणी समाज के प्रबुद्धजनों की आवश्यक बैठक संरक्षक सोहनलाल प्रजापत की अध्यक्षता में कोर कमेटी कुम्हार विकास संस्थान बीकानेर की श्री कुम्हार महासभा बीकानेर इकाई के जिला अध्यक्ष के चयन प्रक्रिया पर विचार विमर्श एवं गहन मंथन करने और चयन प्रक्रिया बनाने बाबत आयोजित की गई। बैठक में भाग लेने समाज के प्रबुद्धजन पधारे।

उपस्थित सदस्यों के सामने जिला कोर कमेटी अध्यक्ष मूलचंद बोरावड ने श्रीकुम्हार महासभा बीकानेर इकाई के जिला अध्यक्ष चयन प्रक्रिया की विस्तृत एजेंडा रखा।

उपस्थित कमेटी सदस्यों, प्रबुद्धजनों ने अपनी अपनी राय प्रकट कर चुनाव प्रक्रिया को निम्न प्रकार से पारित किया।

इस बैठक में कोर कमेटी अध्यक्ष मूलचंद बोरावड ने 2 अक्टूबर, 2025 को होने वाले श्री कुम्हार महासभा इकाई के जिला अध्यक्ष निर्वाचन प्रक्रिया के बारे में विस्तार से चर्चा की तथा सभी की सहमति से चुनाव प्रोग्राम तैयार किया।

श्री कुम्हार महासभा बीकानेर इकाई के जिला अध्यक्ष का चुनाव 02 अक्टूबर, 2025 के चयन की प्रक्रिया, आज 18 सितंबर, 2025 से शुरू कर दी गई है। आज से जिला अध्यक्ष एवं विधानसभा अध्यक्षों को सूचना देकर बताया कि कि 18 सितंबर, 2025 से 2 अक्टूबर, 2025 तक किसी भी प्रकार का सांस्कृतिक सामाजिक व राजनीतिक आयोजन नहीं करेंगे, ना किसी प्रकार का आदेश जारी करेंगे।

जिला अध्यक्ष चुनाव की शर्तें निम्न प्रकार होगी:
जिला अध्यक्ष चुनाव 6 दिवसीय प्रक्रिया स्थान : मोहता भवन, रतन बिहारी पार्क के पास हनुमान जी के मंदिर के सामने बीकानेर।

श्री कुम्हार महासभा के जिला अध्यक्ष चयन का फार्म जमा कराने की अंतिम तिथि 27 सितंबर, 2025, शनिवार 1:00 बजे तक रहेगी तथा उस दिन फार्म की जांच 3 :00 बजे तक कर ली जाएगी।
फार्म वापसी: दिनांक 28 सितंबर, 2025 रविवार दोपहर 3 :00 बजे तक वापस ले सकेगा तथा उसी दिन शाम 5 :00 बजे तक चुनाव चिन्ह आवंटित किया जाएगा।
श्री कुम्हार महासभा के जिला अध्यक्ष का चयन सर्वसम्मति से होगा। जरूरत पड़ी तो 1 अक्टूबर, 2025, सोमवार को सातों विधानसभाओं अध्यक्षों द्वारा साय 5:00 तक जिला अध्यक्ष का चयन कर लिया जाएगा।
चयनित जिला अध्यक्ष को नियुक्ति पत्र देकर 2 अक्टूबर, 2025 मंगलवार को शपथ दिलाई जाएगी।

आवेदन प्रक्रिया:
आवेदन पत्र शुल्क ₹ 100/-कार्यालय में जमा करा कर आवेदन पत्र प्राप्त कर सकते हैं।
जिला अध्यक्ष के लिए आवेदन पत्र के साथ आधार कार्ड,
वोटर आईडी,
दो फोटो लगाकर तीन समर्थकों के साइन करवाते हुए जमा करवाना होगा।
श्री कुम्हार महासभा के जिला अध्यक्ष के चयन के लिए फार्म दिनांक 26 सितंबर 2025 शुक्रवार को मोहता भवन, हनुमान जी के मंदिर के सामने से सुबह 11 बजे से 4 बजे तक ले सकते हैं।

नये चयनित जिला अध्यक्ष का तीन वर्षीय कार्यकाल 02 अक्टूबर, 2025 से प्रारंभ होकर 30 सितंबर, 2028 तक होगा।

शर्तें:-
जिला अध्यक्ष के चुनाव के लिए आवेदन करने वाला आवेदक जिला कोर कमेटी का सदस्य या मई- 2013 की मतदाता सूची सदस्य में होना आवश्यक है ।
कोर कमेटी या मतदाता सूची में नाम नहीं होने की स्थिति में आवेदन रद्द माना जाएगा।
आवेदक बीकानेर जिले का हो तथा सामाजिक संगठन से जुड़ा हो।
व्यापारिक सामाजिक कार्यकर्ता हो।
मानसिक रूप से स्वस्थ हो और न्यायालय द्वारा अपराधी घोषित ना हुए हो।

जिला अध्यक्ष के आवेदन के साथ नामांकन शुल्क राशि ₹ 11000/ (ग्याहर हजार रुपया) जमा करवानी होगी। जो नामांकन फार्म स्वीकृत होकर नाम वापस नहीं लेने के उपरांत रिफंड नहीं होगी ।
नामांकन रद्द होता है अथवा नाम वापस लिया जाता है तो उस आवेदक को राशि रिफंड हो सकेगी।

श्री कुम्हार महासभा के जिला अध्यक्ष के आवेदक की आयु 31 अगस्त, 2025 तक 45 वर्ष से अधिक होनी चाहिए।

आवेदक को जिला अध्यक्ष के चुनाव प्रक्रिया में नाम वापसी के बाद चुनाव चिन्ह आवंटित होने के उपरांत परिणाम घोषित होने तक प्रत्येक गतिविधि में उपस्थित रहना आवश्यक है।
किसी भी वजह से यदि आवेदक अनुपस्थित रहता है तो आवेदन रद्द कर आवेदन की राशि शुल्क जब्त कर ली जाएगी।
किसी भी स्थिति में आवेदक शुल्क वापस नहीं की जाएगी।

संस्था संगठन की संवैधानिक व्यवस्था संविधान नियम -उप नियम को चुना जाने वाले जिला अध्यक्ष को मानना होगा।
जिला अध्यक्ष संस्था संगठन के नियमों के विरुद्ध यदि कोई भी कृत्य करेगा तो जिला कोर कमेटी अपनी मीटिंग बुलाकर कृत्य, समाज विरुद्ध, नियम विरुद्ध सिद्ध होने पर दो तिहाई बहुमत से जिला अध्यक्ष के खिलाफ कार्रवाई कर अयोग्य व निष्कासित कर सकता है।

इन सभी मुद्दों पर सर्व समिति से निर्णय लिया गया। इस मीटिंग में निम्नलिखित सदस्यों व कुम्हार समाज के लोग उपस्थित रहे।

An important meeting of the community’s intellectuals was held at the District Office, Shivbari Square, under the chairmanship of Patron Sohanlal Prajapat, at the Core Committee of the Kumhar Vikas Sansthan Bikaner, to discuss and deliberate on the selection process for the District President of the Shri Kumhar Mahasabha Bikaner Unit. Intelligent members of the community attended the meeting.

District Core Committee Chairman Moolchand Borad presented a detailed agenda for the selection process for the District President of the Shri Kumhar Mahasabha Bikaner Unit before the members present.

The committee members and intellectuals present expressed their opinions and approved the election process as follows.

In this meeting, Core Committee Chairman Moolchand Borad discussed in detail the election process for the District President of the Shri Kumhar Mahasabha Bikaner Unit, scheduled for October 2, 2025, and, with everyone’s consent, prepared the election program.

The election process for the District President of the Shri Kumhar Mahasabha, Bikaner unit, for October 2, 2025, has begun today, September 18, 2025. Starting today, the District President and Assembly Presidents have been informed that from September 18, 2025, to October 2, 2025, no cultural, social, or political events will be held, nor will any orders be issued.

The conditions for the District President election will be as follows:
District President Election: 6-day process: Venue: Mohta Bhawan, near Ratan Bihari Park, in front of the Hanuman Temple, Bikaner.

The last date for submitting the form for the selection of the District President of the Shri Kumhar Mahasabha is Saturday, September 27, 2025, until 1:00 PM, and the forms will be scrutinized by 3:00 PM that day.

Form withdrawal: Forms can be withdrawn until 3:00 PM on Sunday, September 28, 2025, and the election symbol will be allotted by 5:00 PM on the same day.
The selection of the District President of the Shri Kumhar Mahasabha will be unanimous. If necessary, the District President will be selected by the Presidents of all seven Vidhan Sabhas by 5:00 pm on Monday, October 1, 2025.

The selected District President will be presented with an appointment letter and sworn in on Tuesday, October 2, 2025.

Application Process:
Application forms can be obtained by depositing a fee of ₹100 at the office.

The application form for the post of District President must be submitted along with Aadhaar card, voter ID, two photographs, and signatures of three supporters.

Forms for the selection of the District President of the Shri Kumhar Mahasabha can be obtained from Mohta Bhawan, in front of the Hanuman Temple, on Friday, September 26, 2025, from 11 am to 4 pm.

The three-year term of the newly elected District President will begin on October 2, 2025, and end on September 30, 2028.

Conditions:

An applicant applying for the District President election must be a member of the District Core Committee or a member of the May 2013 voter list.

An application will be considered invalid if the name is not on the Core Committee or the voter list.

The applicant must be from Bikaner district and associated with a social organization.

Be a professional social worker.

Be mentally sound and not convicted by a court.

A nomination fee of ₹11,000 (eleven thousand rupees) must be submitted along with the District President application. This fee will not be refunded if the nomination form is accepted and the nomination is not withdrawn.

If the nomination is cancelled or the nomination is withdrawn, the applicant will receive a refund.

The applicant for the post of District President of Shri Kumhar Mahasabha must be over 45 years of age as of August 31, 2025.

The applicant must be present in every activity of the District President election process after the withdrawal of nominations, after the election symbol is allotted, until the results are declared.

If the applicant remains absent for any reason, the application will be cancelled and the application fee will be confiscated.

Under no circumstances will the applicant fee be refunded.

The elected District President will have to abide by the constitutional system, constitution, rules and bye-laws of the organization.

If the District President commits any act against the rules of the organization, then the District Core Committee can call its meeting and if the act is proved to be against the society or against the rules, then by a two-thirds majority, the District President can take action against him and disqualify him and expel him.
