बीकानेर, @MaruSangram। नैदानिक स्थापन केंद्रीय सरकार संशोधन अधिनियम 2018 के अंतर्गत मुख्य चिकित्सा एवं स्वास्थ्य अधिकारी डॉ. पुखराज साध के नेतृत्व में जिला रजिस्ट्रीकरण प्राधिकरण द्वारा विभिन्न लैब एवं डायग्नोस्टिक सेंटर का क्लीनिकल इस्टैब्लिशमेंट को लेकर निरीक्षण किया गया।
टीम द्वारा बीकानेर शहर में जयपुर रोड स्थित डायग्नोस्टिक सेंटर डॉ बी लाल पैथ लैब, डुप्लेक्स कॉलोनी रोड पर कृष्ण डायग्नोस्टिक सेंटर एवं एक्स-रे, जी आर डायग्नोस्टिक लैब, हिमालय लैब, आराध्या लैब, विनायक लैब एवं इमेजिंग सेंटर का निरीक्षण किया गया।
निरीक्षण दल में डॉ रमेश गुप्ता एवं ब्लॉक सीएमओ कोलायत डॉ सुनील जैन शामिल रहे।
डॉ पुखराज साध ने बताया कि जांच में निर्धारित उपकरण, लैब टेक्नीशियन एवं चिकित्सक के पास उपलब्ध डिग्री को चेक किया गया।
लैब के लीगल डॉक्यूमेंट एवं रिकॉर्ड अर्थात केंद्र सरकार द्वारा बनाए गए स्टैंडर्ड ऑपरेटिंग प्रोसीजर की पालना की भी जांच की गई।
डॉ साध ने बताया कि अधिकतर लैब के पास नैदानिक स्थापना संशोधन नियम 2018 के अंतर्गत क्लिनिकल एस्टेब्लिशमेंट का लाइसेंस नहीं मिला। अधिकतर लैब बिना चिकित्सक के ही संचालित मिले। बायोमेडिकल वेस्ट डिस्पोजल के लिए पॉल्यूशन कंट्रोल एक्ट के तहत रजिस्टर्ड नहीं मिले। उन्होंने बताया कि जो लैब बिना रजिस्टरेशन के संचालित हैं, उनके विरुद्ध एक्ट के तहत जुर्माना किया जाएगा। इन लैब संचालकों को क्लिनिकल एस्टेब्लिशमेंट एक्ट के तहत कन्वीनर मुख्य चिकित्सा एवं स्वास्थ्य अधिकारी बीकानेर के समक्ष 4 अगस्त 2025 को प्रातः उपस्थिति हेतु पाबंद किया गया है। डॉ साध ने बताया कि एक्ट के तहत प्रथम बार रजिस्ट्रेशन नहीं पाए जाने पर 50 हजार रुपए, दूसरी बार 2 लाख एवं तीसरी बार 5 लाख रुपए की शास्ती लगाने का प्रावधान है।
“बीकानेर जिले में सभी क्लीनिक, अस्पताल एवं लैब संचालकों से अनुरोध है कि वे तत्काल इस अधिनियम के अंतर्गत अपना रजिस्ट्रेशन करवा लें। अन्यथा नियम के तहत पेनल्टी एवं पेनल्टी के उपरांत भी अगर संचालक एक्ट के तहत रजिस्ट्रेशन नहीं करवाता है तो संस्थान को बंद करने की कार्रवाई जिला रजिस्ट्रेशन प्राधिकरण के आदेश पर की जा सकती है।”

Bikaner, @MaruSangram. Under the Clinical Establishment Central Government Amendment Act 2018, the District Registration Authority, under the leadership of Chief Medical and Health Officer Dr. Pukhraj Sadh, inspected various labs and diagnostic centers regarding clinical establishment.
The team inspected the diagnostic center Dr. B Lal Path Lab located on Jaipur Road in Bikaner city, Krishna Diagnostic Center and X-Ray on Duplex Colony Road, GR Diagnostic Lab, Himalaya Lab, Aradhya Lab, Vinayak Lab and Imaging Center.
The inspection team included Dr. Ramesh Gupta and Block CMO Kolayat Dr. Sunil Jain.
Dr Pukhraj Sadh said that the prescribed equipment, lab technician and the degree available with the doctor were checked in the investigation.
The legal documents and records of the lab i.e. compliance with the standard operating procedures made by the Central Government were also checked.
Dr Sadh said that most of the labs did not have the license of clinical establishment under the Clinical Establishment Amendment Rules 2018. Most of the labs were found to be operating without a doctor. They were not found registered under the Pollution Control Act for biomedical waste disposal. He said that labs which are operating without registration will be fined under the Act. These lab operators have been ordered to appear before the Convener Chief Medical and Health Officer Bikaner on 4 August 2025 in the morning under the Clinical Establishment Act. Dr Sadh said that under the Act, there is a provision to impose a penalty of Rs 50 thousand for not getting registration for the first time, Rs 2 lakh for the second time and Rs 5 lakh for the third time.
“All clinic, hospital and lab operators in Bikaner district are requested to immediately get themselves registered under this Act.
