राज्य को औघोगिक सुलभ संचालन में बनाएंगे अग्रणी : अध्यक्ष, राजस्थान राज्य प्रदूषण नियंत्रण मंडल
जयपुर/बीकानेर, @MaruSangram। राज्य में उद्योगों के सुलभ संचालन के लिए प्रतिबद्धता के साथ कार्य किया जा रहा है. इसी क्रम में राजस्थान राज्य प्रदूषण नियंत्रण मंडल द्वारा ईज ऑफ़ डूइंग बिजनेस की राह में नित नए आदेश जारी कर उद्योगों को जटिल प्रक्रिया से राहत दी जा रही है।
राजस्थान राज्य प्रदूषण नियंत्रण मंडल के अध्यक्ष शिखर अग्रवाल ने बताया कि उद्योगों के संचालन सहमति के लिए आवेदन को अस्वीकार करने के मामलों में जमा किया गया संपूर्ण सहमति शुल्क जब्त कर लिया जाता था। इसके बाद आवेदक को नए आवेदन के साथ पूरी फीस फिर से जमा करनी होती थी।
उन्होंने कहा कि उक्त समस्या को विशेष ध्यान में रखते हुए अस्वीकार करने की स्थिति में सहमति शुल्क को वापस करने की व्यवस्था शुरू की गयी है। जिसके तहत उद्योग संचालन के लिए सहमति की लागू फीस का 20 प्रतिशत जब्त कर लिया जाएगा और शेष 80 प्रतिशत उद्योग के एमआईएस खाते में अग्रिम शुल्क के रूप में जमा किया जाएगा।
यदि उद्योग मंडल द्वारा संचालन सहमति अस्वीकार करने के 30 दिनों के भीतर फिर से आवेदन करता है, तो आरएसपीसीबी द्वारा 80 प्रतिशत अग्रिम शुल्क को समायोजित किया जायेगा और उद्योगों को नए सहमति आवेदन के लिए केवल 20 प्रतिशत जमा करना होगा।
उल्लेखनीय है कि 30 दिनों के बाद सहमति आवेदन जमा करने के मामले में, परियोजना प्रस्तावक आवेदन शुल्क का 100 प्रतिशत जमा करने के लिए उत्तरदायी होगा और बोर्ड द्वारा कोई समायोजन वापसी नहीं की जाएगी।
संचालन की सहमति को रद्द करने के बाद में आवेदन जमा न करने की स्थिति में कोई शुल्क वापस/समायोजित नहीं किया जाएगा।
श्री अग्रवाल ने बताया कि उद्योगों के सुलभ सञ्चालन के लिए प्रक्रिया को सरल बनाने की ओर आरएसपीसीबी लगातार प्रयासरत है जिसके चलते वो दिन दूर नहीं जब राज्य ईज ऑफ़ डूइंग बिज़नेस की राह में अग्रणी प्रदेशों में शामिल होगा।

Jaipur/Bikaner, @MaruSangram. Work is being done with commitment for easy operation of industries in the state. In this sequence, Rajasthan State Pollution Control Board is giving relief to the industries from the complex process by issuing new orders every day in the way of ease of doing business.
Rajasthan State Pollution Control Board Chairman Shikhar Aggarwal said that in cases of rejection of applications for operating consent of industries, the entire consent fee deposited was confiscated. After this the applicant had to deposit the entire fee again with a fresh application.
He said that keeping the above problem in mind, a system of refunding the consent fee in case of rejection has been started. Under which 20 percent of the applicable consent fee for operating the industry will be confiscated and the remaining 80 percent will be deposited as advance fee in the MIS account of the industry.
If the industry applies again within 30 days of rejection of operating consent by the Board, 80 per cent of the advance fee will be adjusted by the RSPCB and the industry will have to deposit only 20 per cent for the fresh consent application.
It is noteworthy that in case of submission of consent application after 30 days, the project proponent will be liable to deposit 100 per cent of the application fee and no adjustment refund will be made by the Board.
No fee will be refunded/adjusted in case of non-submission of application after cancellation of consent to operate.
Shri Aggarwal said that RSPCB is continuously striving towards simplifying the process for easy operation of industries, due to which the day is not far when the state will be included among the leading states in the path of ease of doing business.
