जयपुर, @MaruSangram। SC-ST महापंचायत में मंत्रियों के बोलने को लेकर विवाद हो गया। विवाद की शुरुआत आपदा राहत मंत्री गोविंद मेघवाल के भाषण से हुई। मेघवाल ने जैसे ही भाषण शुरू किया तो आयोजकों ने उन्हें दो मिनट में भाषण खत्म करने को कहा। बीच में टोकने पर मंत्री मेघवाल नाराज हो गए और कहा कि आप भाषण खत्म हो समझिए, जब बात ही पूरी नहीं रख सकते तो फिर मतलब ही क्या है।
मेघवाल नाराज होकर मंच से नीचे उतरे और कार्यक्रम छोड़कर चले गए। इस दौरान नारेबाजी हो गई। मेघवाल के महापंचायत छोड़ने के बाद मंत्री ममता भूपेश, भजन लाल जाटव, टीकाराम जूली भी कार्यक्रम से चले गए। मंत्रियों के मंच छोड़ते ही वहां कार्यकर्ता भिड़ गए। एससी एसटी समुदाय की 22 पेंडिंग मांगों को लेकर जयपुर के मानसरोवर ग्राउंड में रविवार को महापंचायत हुई।
नेता बोले- दलित-आदिवासियों को केवल वोट बैंक समझना बंद करें
विधानसभा चुनावों से पहले एससी-एसटी ने पेंडिंग मांगों को लेकर केंद्र-राज्य सरकार के खिलाफ मोर्चा खोल दिया है। महापंचायत में एससी-एसटी समुदाय के मंत्री और विधायक भी बड़ी संख्या में जुटे हैं।
महापंचायत में दलित आदिवासी समुदाय के नेताओं ने केंद्र और राज्य सरकार के स्तर पर लंबित पड़ी मांगों का समाधान नहीं करने पर नाराजगी जाहिर की है। नेताओं ने कहा कि दलित और आदिवासियों के वोट सबको चाहिए, लेकिन वे जब मांग करें, अपने अधिकार मांगें तो जातिवाद का ठप्पा लगाकर डायवर्ट करने का प्रयास किया जाता है।
दोनों वर्गों की सबसे ज्यादा आबादी है, इसके बावजूद मांगों पर ध्यान नहीं दिया जाना सरकारों की मानसिकता को दर्शाता है। सरकारें दोनों समुदायों को केवल वोट बैंक समझना बंद करें, हक की बात आए तो वह भी उसी तरह से दें।
सरकार ने वादा करके भी मुकदमे वापस नहीं लिए
महापंचायत के सचिव जीएल वर्मा ने कहा- राजस्थान सरकार के स्तर पर 22 और केन्द्र सरकार के पास 14 डिमांड पेंडिंग हैं इनका जल्द समाधान किया जाए। 2 अप्रैल 2018 को भारत बंद के दौरान प्रदेश में एससी-एसटी के लोगों पर 322 एफआईआर हुई थी।
सरकार ने वादा किया था कि ये मुकदमे वापस लिए जाएंगे, लेकिन अभी तक नहीं लिए गए। कई स्टूडेंट्स पर भी केस दर्ज किए गए थे।
SC-ST के कुलपति लगाने की मांग
महापंचायत के डिमांड चार्टर के मुताबिक राजस्थान सरकार के विश्वविद्यालयों में कुलपतियों की नियुक्तियों में एससी-एसटी को आबादी के अनुपात में प्रतिनिधित्व देते हुए करीब 9 कुलपति नियुक्त करने की मांग की है। सरकार से एससी-एसटी वर्ग से कुलपति पद पर तत्काल नियुक्तियां देने की मांग की है।
सरकारी भर्तियों में बैकलॉग पूरा नहीं करने पर नाराजगी
महापंचायत में सरकार की भर्तियों में बैकलॉग का मुद्दा भी प्रमुखता से छाया हुआ है। वक्ताओं ने बैकलॉग के पद भरने की मांग की है। नेताओं ने कहा कि यूनिवर्सिटी को एक इकाई मानते हुए आरक्षण रोस्टर के तहत सहायक प्रोफेसर, सह-प्रोफेसर और प्रोफेसर पदों पर एससी एसटी के बैकलॉग रिक्तियों को भर के पूरा नहीं किया जा रहा है।
महापंचायत में मांग की गई है कि राजस्थान सरकार के सभी विभागों में बैकलॉग रिक्तियों को भी विशेष अभियान चलाकर भरा जाए।
11 जनवरी 2022 से पहले से काम कर रहे संविदा कर्मचारियों को संविदा नियम 4 के तहत फिर अनुबंधित करते समय आरक्षित वर्गों के रिक्त पदों को भरा जाए।
एससी-एसटी एक्ट की पालना नहीं होने पर नाराजगी
एससी-एसटी एक्ट की पालना नहीं होने पर महापंचायत में नाराजगी जताई गई। नेताओं ने कहा कि एससी-एसटी अधिनियम 1990 से लागू हो गया था लेकिन राजस्थान सरकार ने 2011 में नियम बनाए गए। एक्ट में 2015 और 2019 में संशोधन किए गए।
मुख्यमंत्री की अध्यक्षता में कमेटी बनी हुई है, इसमें एससी एसटी कानून के तहत दर्ज मुकदमों की समीक्षा की जाती है।
इस कमेटी का फिर से गठन देरी से करना और इसकी नियमित बैठकें नहीं होने के कारण इसके क्रियान्वयन से संबंधित आ रही समस्याओं के समाधान की गति धीमी रहती है।
इन बैठकों का नियमित रूप से आयोजन किया जाए। इस कानून में दर्ज मुकदमों के रिव्यू पुलिस के एफआर लगाने का भी रिव्यू होना जरूरी है।
महापंचायत में जुटे एससी-एसटी के मंत्री विधायक महापंचायत में प्रमुख राजनीतिक दलों के नेता भी पहुंचे। इनमें राजस्थान सरकार में मंत्री ममता भूपेश और टीकाराम जूली शामिल हुए। वहीं कांग्रेस विधायक गंगा देवी भी मंच पर मौजूद रही।
डीजी रवि मेहरड़ा बोले- जनसंख्या के हिसाब से SC-ST का आरक्षण बढ़े
महापंचायत में डीजी सिविल राइट्स एंड साइबर क्राइम रवि प्रकाश मेहरड़ा ने कहा- दो अप्रैल 2018 के आंदोलन में जो मुकदमे दर्ज हुए थे, वह अब भी विड्रो नहीं हुए हैं। दोनों ही समाज को जोड़ना था, इसलिए महापंचायत की। जनसंख्या जितनी बड़ी है, उस हिसाब से आरक्षण को बढ़ाया जाए। एससी-एसटी आयोग को संवैधानिक दर्जा देने की मांग है। एससी-एसटी को महापंचायत के माध्यम से एक करना मकसद है, ताकि किसी भी मुद्दे पर आगे एकराय रख सकें।

A mahapanchayat was held at Mansarovar Ground in Jaipur on Sunday regarding 22 pending demands of the SC/ST community.
The leader said – Stop considering Dalits-tribals only as vote bank
Before the assembly elections, SC-ST have opened a front against the central-state government regarding pending demands. SC-ST community ministers and MLAs have also gathered in large numbers in the mahapanchayat.
In the mahapanchayat, the leaders of the Dalit tribal community have expressed displeasure over not resolving the pending demands at the central and state government level. The leaders said that everyone needs the votes of Dalits and Adivasis, but when they demand their rights, efforts are made to divert them by branding them as casteist.
Despite having the largest population of both the classes, yet the demands are not being paid attention to, shows the mentality of the governments. Governments should stop considering both the communities only as vote bank, when it comes to rights, give them in the same way.
The government did not withdraw the cases even after promising
Mahapanchayat Secretary GL Verma said – 22 demands are pending at the level of Rajasthan Government and 14 with the Central Government, they should be resolved soon. During Bharat Bandh on 2 April 2018, 322 FIRs were lodged against SC-ST people in the state.
The government had promised that these cases would be withdrawn, but so far it has not been taken. Cases were also registered against many students.
Demand to appoint SC-ST Vice Chancellor
According to the demand charter of the Mahapanchayat, there has been a demand to appoint about 9 Vice-Chancellors by giving representation to SC-ST in proportion to the population in the appointments of Vice-Chancellors in Rajasthan Government Universities. Has demanded the government to give immediate appointments to the post of Vice Chancellor from SC-ST category.
Displeasure over not completing the backlog in government recruitment
The issue of backlog has also figured prominently in the recruitment of the government in the Mahapanchayat. The speakers have demanded to fill the backlog posts. The leaders said that considering the University as a unit, the backlog vacancies of SC/ST on the posts of Assistant Professor, Associate Professor and Professor under the reservation roster are not being filled.
A demand has been made in the mahapanchayat that backlog vacancies in all the departments of Rajasthan government should also be filled by running a special campaign.
While re-contracting the contract employees already working from January 11, 2022 under contract rule 4, the vacant posts of reserved categories should be filled.
Displeasure over non-compliance of SC-ST Act
Displeasure was expressed in the mahapanchayat for not following the SC-ST Act. The leaders said that the SC-ST Act came into force from 1990 but the Rajasthan government framed the rules in 2011. Amendments were made in the Act in 2015 and 2019.
A committee has been formed under the chairmanship of the Chief Minister, in which the cases registered under the SC/ST Act are reviewed.
Due to delay in re-constitution of this committee and lack of regular meetings, the speed of solving the problems related to its implementation remains slow.
These meetings should be organized regularly. It is also necessary to review the cases registered under this law and the police’s filing of FRs.
SC-ST ministers and MLAs gathered in the Mahapanchayat; Leaders of major political parties also reached the Mahapanchayat. In these, ministers Mamta Bhupesh and Tikaram Julie were included in the Rajasthan government. At the same time, Congress MLA Ganga Devi was also present on the stage.
