पत्रकारों को धमकाने पर लगेगा जुर्माना, 03 साल तक की हो सकती है जेल
हाईकोर्ट ने पत्रकारों के सम्मान को सुरक्षित करने के लिए, लिया निर्णय,
जयपुर, @MaruSangram। जयपुर हाईकोर्ट ने पत्रकारों के सम्मान को सुरक्षित करने के लिए लिया निर्णय बताया कि पत्रकार एक स्वतंत्र है। उनके साथ गलत व्यवहार करने वालों पर तुरंत हो कानूनी कार्रवाई। पत्रकार अपनी काबिलियत एवं श्रम निष्पक्षता के साथ करते हैं काम पत्रकार के काम में बाधा डालने वालों पर होगी अब कठोर कार्रवाई।
हाईकोर्ट की टिप्पणी के बाद पीएम और सीएम का भी ऐलान आया है कि पत्रकारों से अभद्रता करने वालों पर लगेगा 50,000 हजार का जुर्माना एवं पत्रकारों से बदसलूकी करने पर 03 साल की जेल हो सकती है। पत्रकार को धमकाने वाले को 24 घंटे के अंदर जेल भेज दिया जाएगा।
पत्रकारों को धमकी के आरोप में गिरफ्तार लोगों को आसानी से नहीं मिलेगी जमानत।
पत्रकारों को परेशानी होने पर तुरंत संपर्क कर सहायता प्रदान करें और पत्रकारों से मान-सम्मान से बात करें वरना आप को पड़ेगा महंगा।
बदसलूकी करने वाले पुलिस कर्मियों के खिलाफ दर्ज होगी FIR नही तो एसएसपी पर होगी कार्यवाही पत्रकार नही हैं भीड़ का हिस्सा।
पत्रकारों के साथ बढ़ती ज्यादती और पुलिस के अनुचित व्यवहार के चलते कई बार पत्रकार आजादी के साथ अपना काम नही कर पाते हैं,
उसी को ध्यान में रखते हुए भारतीय प्रेस काउंसिल के अध्यक्ष मार्कण्डेय काटजू ने राज्य सरकारों को चेतावनी देते हुए निर्देश भी दिया है कि पुलिस आदि पत्रकारों के साथ बदसलूकी नाकरे।
किसी स्थान पर हिंसा या बवाल होने की स्थिति में पत्रकारों को उनके काम करने में पुलिस व्यवधान नही पहुँचा सकती।
पुलिस जैसे भीड़ को हटाती है वैसा व्यवहार पत्रकारों के साथ नही कर सकती। पुलिसवालों या अधिकारियों के विरुद्ध आपराधिक मामला दर्ज किया जायेगा।
काटजू ने कहाँ कि, “जिस तरह कोर्ट में एक अधिवक्ता अपने मुवक्किल का हत्या का केस लड़ता है पर वह हत्यारा नही हो जाता है। उसी प्रकार किसी सावर्जनिक स्थान पर पत्रकार अपना काम करते हैं पर वे भीड़ का हिस्सा नहीं होते। इसलिए पत्रकारों को उनके काम से रोकना मीडिया की स्वतंत्रता का हनन करना है।
प्रेस काउन्सिल ने देश के केबिनेट सचिव, गृह सचिव, सभी राज्यों के मुख्यमंत्री, मुख्य सचिवों व गृह सचिवों को इस सम्बन्ध में निर्देश भेजा है और उसमें स्पष्ट कहा है कि, पत्रकारों के साथ पुलिस या अर्द्धसैनिक बलों की हिंसा बर्दाश्त नही की जायेगी। सरकारें ये सुनिश्चित करें कि, पत्रकारों के साथ ऐसी कोई कार्यवाही कहीं न हो।
पुलिस की पत्रकारों के साथ की गयी हिंसा मीडिया की स्वतन्त्रता के अधिकार का हनन माना जायेगा जो संविधान की धारा 19 एक ए में दी गयी है और इस संविधान की धारा के तहत बदसलूकी करने वाले पुलिसकर्मी या अधिकारी पर आपराधिक मामला दर्ज होगा।
Penalty will be imposed for threatening journalists, up to 03 years in jail
The High Court took a decision to secure the honor of journalists.
Jaipur, @MaruSangram. The decision taken by the Jaipur High Court to secure the honor of journalists stated that the journalist is an independent. Immediate legal action should be taken against those who misbehaved with them. Journalists do their work with their ability and labor impartiality, now strict action will be taken against those who obstruct the work of journalists.
After the comment of the High Court, PM and CM have also announced that those who misbehave with journalists will be fined 50,000 thousand and misbehaving with journalists can be jailed for 03 years. The person threatening the journalist will be sent to jail within 24 hours.
Those arrested on charges of threatening journalists will not get bail easily.
In case of any problem, contact the journalists immediately and provide help and talk to the journalists with respect, otherwise you will have to pay dearly.
FIR will be registered against the misbehaving police personnel, otherwise action will be taken against the SSP. Journalists are not part of the crowd.
Due to increasing excesses with journalists and unfair treatment of police, many times journalists are not able to do their work with freedom.
Keeping the same in mind, the President of the Press Council of India, Markandeya Katju has warned the state governments and also directed that the police etc. should not misbehave with the journalists.
In the event of violence or ruckus at any place, the police cannot interfere with the journalists in their work.
Police cannot behave with journalists like they remove a crowd. A criminal case will be registered against the policemen or officials.
Katju said, “Just as a lawyer in the court fights the murder case of his client but he does not become a murderer. Similarly, journalists do their work in a public place but they are not a part of the crowd. That’s why stopping journalists from their work is a violation of media freedom.
The Press Council has sent instructions in this regard to the country’s Cabinet Secretary, Home Secretary, Chief Ministers, Chief Secretaries and Home Secretaries of all states and has clearly stated that violence by police or paramilitary forces against journalists will not be tolerated. Governments should ensure that no such action is taken against journalists.
Police violence against journalists will be considered a violation of the right to freedom of the media, which is given in Article 19A of the Constitution and a criminal case will be registered against the misbehaving policeman or officer under this section of the Constitution.
